The Community & Organizational Development (COD) Program Manager main responsibilities:

Project Management

IMPLEMENTATION

·       Continue to promote post's emphasis on community development through non-governmental organizations (NGOs), regional and local governments, and community initiative groups.

·       With the oversight and guidance of the DPT manage COD related information, meetings, visits, briefings, site visits and program-related documentation and correspondence.

·       Represent Peace Corps in COD related matters and be the primary liaison with institutions: governmental, non-governmental, third country and international donors.

·       With assistance from DPT and in consultation with the Project Advisory Committee, monitor project progress and periodically review and update the COD Project Logical Project Framework (LPF).

·       Explore possibilities for new programming directions.

·       Directly supervise the COD Program Specialist. This includes: prioritizing, assigning, monitoring, and evaluating work; developing and revising the Statements of Work for position; pre-approving of time and attendance records; and creating and executing performance appraisals.

·       Fulfill other tasks and functions as assigned by Director of Programming and Training (DPT) and Country Director (CD) in support of the COD Project.

Site Development

·       Develop contacts with non-governmental organizations, local government officials, donor agencies, and the private sector to identify potential sites.

·       Review/revise documents and site selection criteria according to policies in place and take into consideration feedback received from PCVs through the Peace Corps site files to make the best site selection and placements possible.

·       Locate and prepare new sites for COD Peace Corps Volunteers, including identifying best matches for counterpart roles.

·       Check housing possibilities identified by the community. Prepare site documentation.

·       Identify Trainees’ site preferences and skills with input from Director of Programming and Training and Training staff, to make the best possible match.

·       Arrange site assignments.

Site Visits

·       Plan and conduct site visits to assess the current work situation and provide appropriate support to Peace Corps Volunteers and their partners; involve other Peace Corps staff in site visits when needed.

·       Provide assistance in negotiating job tasks and establishing good working relationships at the workplace.

·       Assist with problem solving at site, including, when appropriate and needed, solving problems with housing providers.

Documentation      

·       Have primary responsibility for products such as information packets for Trainees and Volunteers.

·       Annually revise the Job Specific Request provide input into the Quarterly Trainee Request - which determines the number and kinds of trainees needed in country.

·       Prepare Project Summary Reports (PSRs) and other required project related information.

·       Write information for Peace Corps publications and project publicity.

·       Collaborates with Peace Corps staff on putting together documents dealing with Peace Corps Volunteers ‘issues.

Budgeting

·       Participate in Integrated Planning and Budgeting System (IPBS) process.

·       Actively participate in budget decisions regarding the COD project.

·       Identify external or HQ funding opportunities and submit requests for funding different COD project related activities in collaboration with the Director of Programming and Training.

Materials and Resource Development

·       Develop and revise Peace Corps COD project materials and resources.

·       Research sources for COD project support.

·       Purchase/order materials for use of PCVs and counterparts in conjunction with the Director of Programming and Training.

·       Guide Peace Corps Volunteers in resource and material development.

TRAINING

Pre-service Training (PST)

·       Design a curriculum for technical training based on the skills, knowledge and attitudes needed to work successfully as a Peace Corps Volunteer in the COD program.

·       Cooperate with the Training Manager, PST Technical team, Language Coordinator to integrate technical component with language and cross-cultural component during trainings.

·       Provide technical oversight to the implementation of the COD PST including promoting integration among PST components through a close collaboration with PST Staff in designing the PST schedule, planning and implementing practicums, designing and facilitating technical training sessions for Trainees, and designing the community entry assignment.

·       Identify resources (local trainers, presenters, materials, PCV facilitators) for technical training during PST.

·       Design, prepare and implement Site Team Conference. Prepare sites for the COD Trainees site visits

€               Experience:  Minimum three years progressively responsible work-related experience.

€               Languages: Excellent knowledge of the English, Romanian, and Russian languages.

€                Education: Degree in Social Studies, Business and Administration or related field.

€               Skills and Abilities:   

o   Skill and ability to design implement and evaluate training.

o   Skills as a trainer, teacher, facilitator.

o   Skill and ability to deal with personnel management issues: recruitment, training, evaluation, and development of a team.

o   Skills in translation of documents and correspondence, interpretation for meetings, speeches and conversations.

o   Ability to use computer word processing equipment.

Diplomacy and tact with staff, Volunteers, Trainees, community members and members of government
