Key Responsibilities:

Legal Expertise: Provide in-depth analysis and advice on national and international legal frameworks and norms relevant to the ICRC delegation's activities, strategies, and objectives.

Research and Analysis: Conduct independent research and analysis on specific legal issues and broader sectors of the national legal system.

IHL Dissemination: Support dissemination activities on international humanitarian law to specialized audiences and the general public, promoting a better understanding of humanitarian law.

Focal Point for Technical Assistance: Offer legal advice and technical support to national authorities and other stakeholders on issues related to International humanitarian law

Coordinate and Supervise External Consultancies: Oversee and coordinate external consultancies on legal matters.

Networking and Representation: Build and maintain relationships with relevant authorities academic circles and other key stakeholders in the legal and humanitarian spheres. Represent the delegation in meetings with external contacts when necessary.

Strategic Input: Advise on socio-political and legal aspects related to delegation strategy and operations, contributing to the formulation and achievement of delegation objectives.

Qualifications:  University Degree in Law: Essential to have a strong legal background and foundation in legal principles.

Master's Degree or Specialization in Public International Law, preferably International humanitarian law and/or International human rights law: A must to excel in the role.

 Admission to the Bar: An advantage that sets you apart.

Language Skills: Fluency in English and Romanian, working knowledge of Russian, including legal drafting skills in all three languages, is required.

Computer Proficiency: Necessary for smooth operations.

Professional Experience:  1-3 Years of Relevant Working Experience: Previous experience in a similar legal function, whether within or outside the ICRC, government, or the judicial sector, will be valuable.

Teaching or Dissemination Experience: Confirmed experience in teaching or dissemination activities is a plus.

Legal Drafting Experience: Desirable and advantageous.

Key Competencies:  IHL Expertise: Demonstrate a basic understanding of international humanitarian law principles.

Analytical Thinking: Proficient in analyzing complex legal issues and proposing effective solutions.

Communication Skills: Clearly and concisely communicate legal matters.

Diplomatic Skills: Exhibit basic diplomatic skills to navigate challenging situations and build effective relationships.

Strategic Thinking: Ability to align legal advice with broader delegation strategies.

Stakeholder Management: Competence in engaging with diverse stakeholders effectively.

Report Writing: Proficient in drafting clear and comprehensive legal documents.
