EEF is looking for a Program Officer who will mainly work to implement the Youth Participation and Economic Empowerment project, which falls under the second pillar of EEF strategy.
Duration of contract: 12 months with possibility of extension

Background
East Europe Foundation is a non-profit, non-political organization established in the Republic of Moldova as a foundation in November 2009 and started its operations in June 2010. The founder of EEF is the Eurasia Foundation based in Washington, D.C., USA.
EEF goal is to build democratic systems in Moldova, empower Moldovan citizens and foster sustainable development through education, technical assistance and grant programs that promote civil society development, strengthen media, enhance good governance and build economic prosperity.
EEF Strategy for 2021-2025 and corresponding projects are funded by Sweden, the Swiss Agency for Development and Cooperation and the European Union.
From the programmatic view, the EEF Strategy consists of two inter-related programs with corresponding components conducive to their implementation.
Program 1 impact outcome: Vulnerable women and men enjoy civil and political rights and opportunities to exercise democratic influence. Civil and political rights and democratic governance are better ensured when under-represented men and women have access to pluralistic information, freely articulate their needs, are capable to link them to appropriate policy initiatives, and are properly represented by decision-makers through free, fair and inclusive elections.
Program 2 impact outcome: Vulnerable men and women in targeted communities enjoy socio-economic rights and sustainable development opportunities. Sustainable Development Goals and social and economic rights are better addressed when the most disadvantaged men and women in communities are properly informed and diligently exercise democratic oversight and demand from duty-bearers equitable distribution of available resources, actively define basic needs and outcomes in a participatory way and mobilize for their achievement.
EEF is looking for a Program Officer who will mainly work to implement the Youth Participation and Economic Empowerment project, which falls under the second program described above.
The project enables local youth CSOs to facilitate involvement of youth groups in community assessment, fundraising, outreach and grant-making. Empowered youth groups from 10 rayons of Moldova are supported to engage with local authorities in order to demand fairer distribution of available resources, increased transparency and accountability. Due attention will be paid to the engagement of the local business community, in this way strengthening local ownership and maximizing the resources for small initiatives.
Duties and responsibilities:
- Follow the EEF policies and procedures in the implementation of all activities;
- Manage all day-to-day programmatic and operational activities of the program;
- Draft annual work plans on the implementation of the project;
- Organize all operating activities under the project;
- Coordinate project activities with the project partners;
- Monitor the activity of program grantees and provide guidance during the implementation of their projects;
- Review narrative reports submitted by grantees;
- Compile internal reports on the implementation of the project and draft reports to the donors;
- Liaise and maintain close coordination with all stakeholders including national and local public authorities, NGOs and initiative groups, media, donors, development partners;
- Facilitate coordination and synergies between the networks, platforms and NGOs supported within the project;
- Prepare Acceptance Memoranda on the sub-grants proposals to be funded by EEF;
- Organize and coordinate Expert Panels and/or Advisory Board related to grants awards;
- Perform pre-award due diligence and post-award monitoring of grantees with Grants Manager according to EEF policies and procedures;
- Develop terms of reference for project procurements;
- Participate in press conferences, trainings, workshops, round table discussions and other outreach activities;
- Perform other duties that are essential for the quality implementation of activities.
Skills and qualifications:
- Bachelor’s degree in social sciences, human rights, economics, law or other relevant field (a Masters’ Degree will be an asset);
- At least three years of experience with project management;
- Ability to undertake regular field visits to rural communities;
- Skills in partnership development and management;
- Ability to work in a team environment with self-sufficiency and self-motivation;
- Fluency in oral and written English, Romanian and good command of Russian;
- Proven commitment to the core human rights principle of equality and non-discrimination.
- Strong writing skills and ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders.
- Strong computer skills.
- Ability to manage multiple tasks and to meet set deadlines.
- Excellent interpersonal skills, ability to communicate effectively and professionally with others.
