Job announcement - Project accountant

DVV International is the Institute for International Cooperation of the Deutscher Volkshochschul-Verband e.V. (DVV), the German Adult Education Association. DVV represents the interests of the approximately 850 adult education centres (Volkshochschulen - VHS) and their state associations, the largest further education providers in Germany.

As the leading professional organisation in the field of adult learning & education (ALE) and development cooperation, DVV International has committed itself to promote the right for lifelong learning worldwide and has been implementing country programs of development cooperation in Africa, Asia, Latin America, and Europe for more than 50 years. DVV International strengthens national ALE-systems in partner countries and provides support for the establishment and development of sustainable structures for youth and adult education. The project approach of DVV International targets improved conditions in policy, legislation, and financing (macro level) as well as promotion of professionalisation in practice and theory of ALE (meso level) and requires cooperation both with government institutions such as ministries as well as with civil society organisations, universities, and other educational providers. By supporting our partners (usually, adult education centres, but not only), in developing and piloting exemplary concrete learning offers (micro level), especially for disadvantaged population groups, we create best practice and evidence of the benefit of ALE.

DVV International finances its work through funds from the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Foreign Office, the European Union, etc. 

For the implementation of the Regional component (project) within its engagement in the “Eastern Neighbours” region, DVV International is announcing a vacancy for the full-time position of the Project Accountant (100% time-load).

 Major responsibilities and duties:

• Processing payments and maintaining records: handling project payments and recording all project expenses in the WINPACCS accounting software, ensuring a complete and accurate package of supporting documentation in compliance with national legislation and donor requirements.
• Teamwork and regional coordination: Communication with supervisors in headquarters in Bonn and colleagues in other countries of the region, ensuring strict compliance with financial requirements and standards.
• Financial reporting and auditing: Contribution to the organisation’s timely financial reporting, supporting auditing processes, and meeting of other project-related financial obligations.
• Tracking of expenses: Monitoring of project expenses against activities, approved budget lines, and other financial provisions, ensuring alignment with financial plans.
• Additional duties: Performing other related tasks as assigned to support the financial management of the project.

Requirements:

Education and experience:

• Bachelor’s degree (or higher) in Accounting, Finance, Economics, or any other relevant field.
• Minimum of 3 years of professional experience in accounting, with demonstrated proficiency in 1C accounting software.

Expertise in accounting standards:

• Proven knowledge and experience in accounting practices in accordance with national laws and standards of Moldova, as well as international bookkeeping protocols.
• Experience in project accounting within the field of development cooperation is highly desirable.

Software proficiency:

• Familiarity with WINPACCS accounting software is a significant advantage.
• Proficient in Microsoft Office applications and other relevant accounting software.

Financial management skills and understanding of project management:

• Strong skills in project budgeting and financial management.
• Understanding of the project management cycle, including planning, implementation, monitoring, evaluation, and reporting.
• Excellent analytical skills and the ability to produce accurate and detailed financial reports.

Language Proficiency:

• Fluency in English and Romanian is mandatory.
• Knowledge of German and/or Russian is considered an asset.
