Project Context and Scope:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported in the following days. While air travel has been suspended in Ukraine and Moldova, Ukraine shares land border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries (3) which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus.

Large in and outflows, along with the vast number of Ukrainian nationals and third-countries nationals who stayed in the country, creating pressure on the local governments in responding to enormously growing needs, on one side; and to and through Moldova of Ukrainian and Third Country nationals created  the need to set up a monitoring system and analyse the trends and patterns of mobility as well as to support integrated response in a comprehensive manner to support local governance systems, host communities and refugees and TCNs.

Nature of the consultancy: Category [A] Consultancy

Tasks to be performed under this contract:

  • Work with local governments in designated areas –Balti, to alleviate the workload facing local governments by redistributing roles and responsibilities onto Community Information Centres and/or Mobile Community Outreach Teams,
  • Regularly provide information about humanitarian aid available by updating the Service Mapping Matrix and share the data with the local authorities, refugees, and host communities,
  • Collect data about needs and needs assessment(s) and provide updates in relevant platforms to prioritize most vulnerable individuals, liaising closely with local branches of the National Agency for Social Assistance and other relevant institutions on those local level involved in the refugee response,
  • Regularly conduct field visits to remote communities and provide information to those who face barriers in visiting a centre,
  • Organize weekly visits to Reception and Accommodation Centres to understand needs of refugees, service provision and potential gaps in services,
  • Lead and conduct, together with local stakeholders, various thematic focus groups to understand the needs of specific vulnerable groups – single women, PwDs, single parents, elders, families with babies and toddlers etc.,
  • Organize learning and educational events for refugees and host communities through engaging with various non-governmental and educational providers,
  • Support and encourage social cohesion by promoting various social events and ensuring the participation of refugees in these activities,
  • Promote values of IOM such as inclusion and respect for diversity, transparency, and professionalism.

Data collection performed in the selected locations by CCCM Team Leader/Focal Point.

Collecting not less than 6 survey questionnaires per day.

Submit collecting data at the end of CoB day.

Education, Experience and/or skills required:

  • Completed High School degree from an accredited academic institution with two years of relevant professional experience.
  • Experience working with vulnerable groups.
  • Experience in managing multi-sectoral activities, including distribution and community outreach.
  • Experience working with governments and non-governmental organizations and/or international organization is an advantage.
  • Proficient use of Microsoft software such as Excel and PowerPoint and other software such as SPSS, KoBo toolbox, DropBox, etc.

Travel required: In the region of Balti District.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
