Peace Corps Moldova is hiring a Small Grants Assistant (SGA)



LOCATION:               Based in Chişinău, Moldova

COMPENSATION:    Starting annual salary is $13,879 with a maximum salary of $20,819

CLASSIFICATION:   Full-time contracted position, 40 hours per week.

        The Small Grants Assistant (SGA) is a Personal Service Contractor (PSC) position. The PSC, working under the supervision of the Response, Monitoring & Evaluation Manager, and Grants Manager (RMEG), serves as the supportive administrator of Peace Corps grants, acting as a resource for Volunteers and colleagues. The SGA monitors and processes the financial and reporting obligations for PC grants and trains Volunteers and staff on those requirements. The SGA stays abreast of program requirements and guidance and ensures that the post’s procedures and approved grants are consistent with such guidance. The SGA tracks and compiles grant project data to support post’s annual findings reports in accordance with Peace Corps (PC) and partner objectives.

Major Duties and Responsibilities:

Small Grants Assistance

·         Develop program and grant expertise in grant rules and requirements.

·         Establish and maintain official grant files.

·         In coordination with the administrative unit, ensure financial processing of approved grants and track grant spending and available funds by grant program and by Small Project Assistance program element.

·         Work with the Response, Monitoring & Evaluation, and Grants Manager (RMEG) to introduce grant programs to Peace Corps Volunteers (PCVs), to advise PCVs to access grants and to ensure that volunteers are aware of PC policy on external funds.

·          

·         Provide Volunteers with feedback on applications submitted for approval.

·         Ensure that funds are available in the proper accounting codes and budget line items.

·         Work with Volunteer sponsor in the event of project cancelation, transfer, or amendment, to report to RMEG Manager.

·         Track the status of all ongoing grant projects using Volunteer Reporting and Grants.

·         Ensure that Volunteers’ completion reports meet all Small Grants Program guidelines.

·         Collect and process all grant reports and SPA training activity reports and reports.

·         Coordinate the SPA Grants Committee, led by the RMEG Manager and comprised of Volunteers, staff, and a USAID liaison.

Materials and Resource Development

·         Support Programming and Training on all grants training and programming materials for PCVs, staff, and partners.

·         Work with Program staff to develop capacity building program proposals, budget, and narratives that align with SPA program elements and requirements.

·         Seek new and innovative small grants tools/applications for Post use.

·         Compile best practices to be used in future program planning.

·         Conduct monitoring visits to sites where SPA projects take place to assess the impact and value of projects.

Receiving Officer

·         Accurate review of goods or services, their accompanying invoices, and the purchase order/contract to ensure that the specifications, quality, amounts, price, timeliness, etc. of the goods are consistent with the terms and conditions of the contract/purchase order after successful completion of the requisite training to perform receiving duties.  (See MS 511, the Personal Property Management Handbook and OFMH 19).

·         Ensures timely processing and uploading of the receipts, obligations, and liquidations related to small grants and TADs.

Other Duties

Performs other duties or assignments, when deemed necessary by the Country Director, Director of Programming and Training and/or Director of Management and Operations, for the successful implementation of Peace Corps program(s) and/or operations in Moldova.

 

Qualifications, skills and abilities:

·         University/college Degree in related area. Preferred degrees in management, economics or finance. 

·         Prior Work Experience:   Minimum three years of progressively responsible work-related experience.

·         Language Proficiency:   Excellent knowledge of English, Romanian, and Russian languages.

·         Knowledge:   Basic knowledge and experience with grant lifecycle management.

·         Skills and Abilities:

o    Strong team working skills and ability to articulate and implement plans across units at Post.

o    Computer knowledge in Word, Excel, Outlook. Experience with Customer Relationship Management platform is desirable.

o    Budget management and analysis skills.

o    Procurement and financial reporting skills.

o    Well organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment.

o    Good interpersonal and communication skills, including facilitation and one-on-one coaching.

·         Diplomacy and tact with staff, Volunteers, Trainees, community members and members of government.
