Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

  1. Nature of the consultancy: Assessing health fitness to travel and providing lifesaving health assistance for Ukrainian Refugees, third-country nationals (TCNs) being in transit or sheltered in local communities. 
  1. Project Context and Scope: Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported in following days. Ukraine shares land border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus. While air travel has been suspended in Ukraine and Moldova, large ground in-, and out-flows, to and through Moldova, of Ukrainian and Third Country Nationals, created the need of transfer of persons, in clear need of international protection. IOM travel assistance serves to address individual health and safety, and to manage conditions of public health concern, as individuals move across geographical, health system and epidemiological boundaries. Within health assessments programmes, pre-departure medical screenings are performed in order to assess a migrant’s fitness to travel and provide medical clearance. These measures also ensure that migrants are referred to appropriate medical services once they arrive at their destination countries. Migrants who need medical assistance and care during travel are escorted by health professionals to avoid complications during the movement. 
  1. Organizational Department / Unit to which the Consultant is contributing: The activities will be performed under the project “2024 Ukraine Response to support refugees from Ukraine across Europe" within IOM  Migration and Health Department.  

                                                                           
 

Category B Consultants: Tasks to be performed under this Contract:  

  • Perform daily medical activities within Mobile Health Team to fulfil the technical requirements of relocation countries in the areas of pre-departure health checkups. These will include providing pre-departure health examination, including testing: ensure proper identification and follow-up by comprehensive history taking; accurate and thorough Bio-data collection; ensuring ID verification for each step of PEC process; and, keeping a records of applicants who undergo investigations and testing. Preserve the privacy and confidentiality of obtained information from the examinees, 
  • Provide lifesaving health assistance for acute health conditions that could affect the travel of refugees according the  Moldova National Clinical Protocols, 
  • Provide psychological first aid support and referral in case of affected refugees, 
  • Provide Primary Health Care consultation and refer to the relevant local health facilities when is needed 
  • Provide medical escort to the persons with severe medical conditions 
  • Refer to the appropriate medical facilities for refugees with significant health conditions and classified as not fit for travel. 
  • Check the content of the medical bag and request additional medication or medical equipment as needed.  
  • Maintain a written inventory of supplies used during the duty to be submitted to the IOM mission upon return. 
  • Ensure that all relevant data generated by IOM health programs is collected systematically and in a standardized manner.  
  • Reporting daily statistical data to the Chief Migration Health Officer IOM Mission in Moldova. 
  • Perform such other duties as may be assigned. 
     
  1. Performance indicators for the evaluation of results:  
    a. Number of assessed individuals, reported on the end of the day. 
    b. Number of PEC forms completed. 
    c. Feedback from the refugees. 
    d. Number of escorted refugees. 
    e. Number of medicine and supplies prescribed. 
  1. Education, Experience and/or skills required: 
  • University Degree in Medicine or Nursing from an accredited academic institution in Republic of Moldova  
  • Minimum of three years relevant clinical experience and a valid license to practice medicine in Republic of Moldova. 
  • Valid certification in Basic Live Support training and/or Advanced Cardiovascular Life Support (ACLS). 
  • Certification in Advanced Trauma Life Support  ( ATLS) is an advantage.  
  •   Ability to manage mass casualty 

 
 

  • Computer knowledge use including Microsoft Office and ability to use internet and email. 
     
  • Ability to perform physical examination and treatment according to the clinical protocols. 
     
  • Appropriate language skills to be able to communicate with the refugees.  
  1. Travel required: in case of need for medical escort the travel needs to be coordinated with Chief Migration health Officer .
