1. Background
In the framework of the “Enhancing Access to Justice” project funded by the European Union, Cooperazione Internazionale Sud-Sud (CISS) is selecting an Expert/Trainer for the Capacity Building Training in Moldova.

CISS initiative aims to enhance cooperation and partnerships between civil society and public institutions through multi-stakeholder training on the Human Rights-Based Approach (HRBA) in justice and transitional justice.

A Human Rights-Based Approach encompasses the standards and principles derived from the Universal Declaration of Human Rights and other international human rights instruments. By adopting this approach, the underlying and structural causes of non-realization of justice-related rights can be identified and addressed.

2. Scope of Work
CISS seeks 12 trainers, each responsible for delivering 1 session of 4 hours within a 12-session capacity-building training programme in one of the issues described below. The training sessions will be divided as follows: 6 sessions delivered offline in Chișinău and 6 sessions delivered online.
The total programme consists of 50 hours of instruction spread over half a year, with sessions scheduled in the first and last weeks of each month, starting from the second half of January 2025.
The ideal candidate is an expert in Justice, Human Rights-Based Approach in the Moldovan context, and is experienced in providing high quality training in these subjects. The candidate must be exceedingly well- organized, flexible, able to work independently and able to uphold the mission and values of his/her responsibilities in every aspect of the work.

The ability to maintain a high level of professionalism and confidentiality while performing his/her work is crucial to this role.

The main issues that will be addressed are:

1. Human Rights-based approach;
2. Access to justice as human right;
3. Investigating and judging authorities’ abuse.
4. Gender based approach in justice and law enforcement;
5. Transitional Justice;
6. Access to justice and Inclusion of Vulnerable Groups.

3. Training Objectives

- Enhance Stakeholder Capacities: Equip judges, prosecutors, law enforcement agents, lawyers, human rights defenders, and social workers with HRBA knowledge and skills to improve justice service delivery;
- Promote Mutual Learning and Cooperation: Facilitate collaboration and partnerships between public institutions and civil society organizations (CSOs) through interactive learning;
- Address Structural Barriers: Highlight and address the structural causes of non-realization of justice- related rights for vulnerable groups;
- Align with International Standards: Ensure training content is aligned with recommendations from the Council of Europe and the findings of surveys, focus groups, and studies conducted during previous phases of the project.

4. Target Group
- Participants from public institutions: Judges, Judicial staff, Law enforcement agents;
- Participants from civil society organizations (CSOs): Lawyers, Human rights defenders, Social workers.

 

5. Duration and Location
- Programme Duration: 6 Months;
- Session Schedule: First and last weeks of each month;
- Location:
- Offline Sessions: in Chișinău;
- Online Sessions: Designated virtual platforms (Zoom, Microsoft Teams, etc.)

 

6. Main Tasks


The trainer will:

- Prepare and Deliver One Training Session: Develop session-specific training materials focusing on the HRBA and transitional justice for vulnerable groups;
- Incorporate interactive and non-formal education methodologies to encourage engagement and practical application.
- Conduct Evaluations: Create pre- and post-session assessments to evaluate participant learning and progress.
- Facilitate Mutual Learning: Engage participants from diverse backgrounds (CSOs and public institutions) to foster cooperation and knowledge sharing.
- Report on Outcome: Provide a detailed session report, including content delivered, participant feedback, challenges, and recommendations;
- Perform any other task requested by CISS Management.

7. Essential competences

- Bachelor’s degree in Law, Human Rights, Social Sciences, or related fields with at least 7 years of relevant experience; or Master’s degree with a minimum of 3 years of relevant experience;
- Expertise in human rights, transitional justice, and the Human Rights-Based Approach;
- Familiarity with the justice system in Moldova and the challenges faced by vulnerable groups;
- Knowledge of Council of Europe recommendations and international human rights instruments;
- Excellent communication and writing skills in English, Romanian and Russian.
- Experience with interactive and non-formal education methodologies.
