The Council of Europe is currently implementing the project “Improving Electoral Practice in the Republic of Moldova (IEPRM) 2025-2028”. The Project is implemented in line with the priorities of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.

In that regard, the Project is seeking Provider(s) for the provision of specialised local consultancy services under  the following lots:

• Lot 1 - Capacity building of electoral stakeholders (training consultancy services)
• Lot 2 - Inclusive electoral participation: women,  youth, national minorities etc. (consultancy services)
• Lot 3 - Electoral legislation and jurisprudence (consultancy services)
• Lot 4 - Voting technologies, digitalisation and AI (IT development consultancy services)

Interested consultants are invited to submit their application in accordance with the Tender File and the Act of Engagement (contract), which contain a full description of the terms and conditions of engagement as well as the scope of activities.
