Job Description

Context

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighboring countries have been reported countries in the following days. In response to the Ukrainian crisis, IOM Chisinau has increased operational activities which requires additional administrative staff.

Housing and settlement are basic human needs and key components to social, emotional, and economic well-being; in Moldova, access to adequate housing is considered among the third priority needs for refugees renting accommodation (30%). For the refugees that have been able to cover the rent, they rely on cash assistance, income (wage, salary, pension), and personal savings to cover the payment of the rent. IOM has leveraged its experience in emergency response, hence providing the humanitarian response as part of a multi-sectoral Shelter, Cash, and WASH intervention. IOM is also transitioning to focus on medium to long-term solutions for the displaced, including transitional shelter (Rental assistance) and social inclusion, strengthening local institutions to increase stability, resilience, access to durable solutions, and diaspora engagement.

Under the overall supervision of the Head of programs in IOM Chisinau and the direct supervision of the Programe Coordinator Shelter and Settlement, the incumbent will be responsible for:

Responsibilities

Data Management and Quality Assurance:

  1. Maintain beneficiary profiles in systems like Redrose and Kobo to  support accurate operational data; strictly follow the procedures for beneficiary data protection. 
  2.  Contribute to data quality by cleaning, checking, analyzing collected field data, and providing timely feedback to the Shelter and Settlement Program Coordinator and field registration assistants.

Training and Support:

  1. Provide guidance and support to staff, field enumerators, and implementing partners involved in data entry and processing, ensuring compliance with quality standards and timely information sharing.
  2. Provide user support and system training on data collection tools.

Technical Assistance:

  1.  Suggest rapid solutions and feedback on technical system features to  support accurate daily project implementation.
  2. Assist in drafting user manuals and training materials for field teams on best practices.

Reporting and Coordination:

  1. Update the unit’s 5W reporting in coordination with staff and provide weekly updates to the Program Coordinator.
  2. Verify and prepare beneficiary information packages and documentation for administrative purposes, following internal validation procedures.

Accountability to Affected Populations (AAP):

  1. Serve as the Shelter, Settlement, and Infrastructure AAP focal point, providing timely and effective feedback to complaints received through various channels.
  2. Check and review the complaint and response mechanism with other departments and units, leading on beneficiary-related issues.
  3. Ensure the privacy of complaints by limiting access to beneficiary data and maintaining secure records.

Monitoring and Evaluation:

  1. Assist the monitoring and evaluation team in organizing post-distribution monitoring for Shelter, Settlement, and Infrastructure activities, especially cash for rent and multipurpose cash assistance.

Operational Support:

  1. Assist in operational activities, beneficiary follow-up/feedback, and data management tasks as needed.
  2. Perform additional duties as assigned and undertake duty travel when requested.

Qualifications

Education

  • Bachelor’s degree in Finance, Information Management, Computer Science, Geography, Statistics, or a related field from an accredited academic institution with three years; 
  • High school diploma with five years of relevant professional experience

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Previous experience in data management is an advantage. 
  • Experience in communicating and working with a wide range of people, including people of culturally diverse backgrounds. 
  • Knowledge/ Experience in Cash based Intervention programmes is an advantage.  
  • Previous exposure to work with UN agencies, Governmental entities, Civil  Society Organizations and other stakeholders..   

Skills

  • Strong management capability and experience, especially in the field of humanitarian assistance. 
  • Computer/software literate, very good skills required in Excel, Word, PowerPoint, and kobo toolbox. 
  • Experience managing common operational datasets 
  • Technologically savvy mindset to explore unique solutions
  • Excellent communication and negotiation skills. 

Languages

  • Fluency in English, Russian, Romanian is required (oral and written). Working knowledge of Ukrainian an advantage, or any other language.     

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
