Helvetas is pleased to announce an opening for the Component Manager: Skills and Labor Market Intermediation position within the OPTIM project - Opportunities through Technologies and Innovation in Moldova, financed by the Swiss Government.

This is a temporary position, with a duration of 7 months, which aims to replace the employee on maternity leave.

The employee will be contracted by Helvetas Moldova, the representation of Helvetas Swiss Intercooperation based in Chisinau.

The project is in the 2nd phase, which will last until the end of 2026.

Short information about the project 

The project “Opportunities through Technologies and Innovation in Moldova” (OPTIM) is a project financed by the Swiss Government. It was launched in Moldova in 2018 and is currently in the third year of the second phase. The project aims to support economic development in the Republic of Moldova. Its primary objective is to improve employment and income opportunities for the Moldovan population, with a special focus on excluded groups.

Following the MSD (Market System Development) approach, the OPTIM project addresses the market gaps through two sectors: the Agri-Food sector and Information and Communication Technologies (ICT)/Digitalization.

The OPTIM project supports businesses' resilient growth, enhanced competitiveness, and access to high-value markets. It contributes to adopting climate-smart and efficient agricultural technologies and practices, emphasizing digital solutions for farm management and cost optimization in the agri-food sector.  

It focuses on access to markets, technologies, and finance for private sector growth and skills development for employability and better economic opportunities for the population of Moldova.

Supporting the creation of employment opportunities and private sector growth through the Agrifood and ICT sectors and Digitalization.

Helvetas is looking for a Component Manager on Skills and Labor Market Intermediation who will be responsible for implementing activities aligned with systems thinking, ensuring the component’s budget monitoring, the realization of targets and reporting, as well as generating learnings and knowledge materials for both internal and external use.

Key Tasks

  • Conduct and document market analyses and stakeholder assessments.
  • Coordinate additional research and analysis for intervention design and provide strategic guidance to co-facilitators and service providers.
  • Responsible for partnership and intervention management, including but not limited to:
  • Lead the identification and selection of project partners in the sector as well as external service providers to implement project interventions in line with procurement guidelines;
  • Monitor the partnerships and intervention delivery and progress, including program, financial and operational aspects.
  • Contribute to internal/external reporting related to project activities.
  • Support the Communication Manager in developing and delivering the Communication Strategy. Contributing to communication and visibility initiatives as needed.
  • Participate in public promotion/presentation of the project through workshops/events/training, including its objectives, approach, activities, and results relating to implementing the interventions – upholding Helvetas and SDC standards.
  • Contribute to a dynamic program environment that promotes open discussion and inquiry.
  • Support colleagues with relevant knowledge and contacts as needed.
  • Comply with all OPTIM rules and regulations related to financial management.
  • Track the budget utilization and provide consistent, periodic forecasts of partners’ budget utilization.
  • Ensure budget utilization in a proper and timely manner.

Education and experience

  • University degree in a relevant field (economics, business administration or related fields).
  • Minimum 5 years of professional experience in similar positions.
  • Previous experience in Skills/educational program development and labor market intermediation will be an advantage.
  • Knowledge of MSD tools will be an advantage.
