Job Description
Organizational Context and Scope
The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Mission operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.
Under the direct supervision of the Chief of Mission (CoM) and the technical supervison1 of the Office of Staff Security (OSS) as represented by the Regional Security Officer (RSO) based in the Regional Office in Europe, the Senior Field Security Associate will provide specialized assistance in the safety/security coordination of IOM staff and IOM operations.
Responsibilities and Accountabilities
Support in the implementation of country specific safety and security plans, by remaining conversant with various procedures and policies of UN DSS and the IOM security management system and advising the CoM on safety and security issues in the assigned fields of responsibility.
Monitor the safety and security requirements for IOM operations are fully adhered by the IOM personnel, including through regular travel and assessments of IOM activities, targeted risk assessments and risk mitigation measures. Support the development and implementation of contingency plans, possible evacuation plans/procedures and conflict location maps.
Liaise with UNDSS and other local security stakeholders at the appropriate level, including participation in relevant UN security meetings, preparing reports, and maintaining security information flow.
Conduct real-time monitoring and analysis of the local and regional security situation and reports significant events/incidents in a timely manner to the CoM including through the preparation of regular accurate security advisories/bulletins based on well-founded security risks and threats.
Conduct physical security survey of offices, vehicles and staff residences to ensure compliance with the Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). In coordination with the CoM, initiate necessary upgrades and adjustments to enhance security levels.
Undertake procedures in reviewing staff movements tracking system and accommodations security procedures including as SCAAN coordinator.
In close coordination with the Chief of Mission organize and deliver training courses on security awareness and preparedness and provide security orientation briefings to visitors and newly assigned staff. Coordinate the preparation and review of robust IOM Business Continuity and Security Plans in collaboration with programme staff, ensuring they are aligned with the organization's objectives and standards.
Support in investigations and reports security breaches/incidents within the unit’s mandate while ensuring strict confidentiality, including through a crisis/incident response and reporting system with UNSMS policies.
Administrate access IOM card systems which are in place in the Mission’s facilities.
Collaborate with IOM MOLDOVA Supply Chain Unit to identify and procure security related equipment/supplies in accordance with established guidelines and budgets.
Independently lead and conduct fire drills and other emergency/evacuation planning exercises in accordance with the Security Management Operations Manual (SMOM) provisions.
Maintain and regularly update staff security list and information related to the Mission's Warden System, ensuring all personnel are adequately prepared for emergencies.
Supervise and provide guidance to a team of security guards, overseeing their work in monitoring and enforcing safety and security requirements for personnel and operations. Conduct periodic evalutions of security guard’s performance and provide necessary training to enhance their skills and knowledge. Respond to security queries and suggests appropriate course of action in coordination with the CoM and RSO;
Perform such other duties as may be assigned.

Required Qualifications and Experience
EDUCATION
University degree in Security, Social Sciences, International Studies, Security Management, Law and /or Business Administration or equivalent studies in the National Armed or Security forces of country of residence or related field from an accredited academic institution with at least four years of relevant professional experience; or
Completed High School Degree/Certificate with six years of relevant professional experience.
EXPERIENCE
Relevant professional experience in the humanitarian, public, private or corporate sector is desirable;
Experience in such areas as security programmes, risk assessments, or analysis is desirable;
Experience in operational security risk management, investigations or physical security is desirable;
Experience in the use of radio communications is desirable, and;
Successful completion of the UNDSS Field Security Associate (FSA) course is desirable.
SKILLS
Ability to collaborate with senior government security counterparts and r relevant stakeholders is an advantage;
Ability to work effectively with colleagues from varied cultures and professional backgrounds, and;
Excellent oral and written skills. Listens actively and responds effectively.

REQUIRED
For this position, fluency in English and Romanian is required (oral and written).
DESIRABLE
Working knowledge of Russian language.
