GIZ - Economic Analyst Energy
GIZ is looking for an Economic Analyst Energy to join the Energy Efficiency and Renewable Energy in the Republic of Moldova (E4M) team in Chisinau. The position will be under E4M’s project component that is financed by Norway. This position is planned to start in March 2025 and continue until the end of September 2026. The permanent workplace for this position is in Chisinau. The overall responsibilities covered by this position are as follows:
- independently carrying out economic analyses and evaluation of the energy market in Moldova, assessing the impact of energy efficiency (EE) and renewable energy (RE) measures, with a focus on energy efficient appliances and thermal rehabilitation in the residential buildings sector;
- conducting in-depth economic analyses developing tailor-made solutions for energy efficiency measures, policies and incentive financing schemes;
- assessing the above for the Moldovan electrical appliance and building sector. In the electrical appliance sector for the production, entire life and end-of life cycle. In the residential building sector the cycle from material production via design, construction, operation until dismantling/recycling. This entails calculating investment and operational costs (e.g. maintenance, electricity and heating), return on investment (ROI), grant, loan and gap funding mechanisms, risk assessments, with a specific focus to develop solutions for Homeowners Associations (HoA) and vulnerable households in general;
- analyzing economic implications of existing and proposed energy policies, supporting innovative pilots and solutions for tailor-made, simple and efficient policies and support prog-grammes that foster cost-optimized efficient and renewable energy measures for households, saving electrical and thermal energy and related costs, thus reducing Moldova’s dependence on energy imports;
- liaising with financial institutions, energy professionals and advising energy policymakers on the above tasks and tender additional specific external expertise and studies if required.
Required qualifications:
- Master’s degree in energy, business, economics, construction or related field
- Recognized expertise and work experience in energy and economics, with buildings as an asset
- Sound knowledge of Moldovan energy sector and economic aspects
- Solid knowledge on RE and EE in buildings (technologies, policies, frameworks)
- Initial knowledge in the banking/finance sector in Moldova
- Experience in working with the public sector
- At least 5 years professional experience related to RE/EE energy and/or economics
- Language skills: Fluent Romanian and excellent English (at least C1 level)
- Strong work ethics and sense of responsibility, good organizational and project management skills, ability to work independently and meet deadlines, results and solutions-oriented
- Very good communication and teamworking skills
- Excellent knowledge of ICT technologies and computer applications (e.g. MS Office)
- Willingness to upskill as required by tasks to be performed – corresponding measures are agreed with the line manager
- Willingness to travel locally (frequently) and abroad (occasionally)
- Moldovan citizenship or holding permanent resident status in Moldova
