Nature of the consultancy: Enumerator, services of collecting data in the field, Category B Consultancy
Project Context and Scope: IOM Moldova operations are informed by qualitative and quantitative data on mobility, migration, and displacement. With the continuing war in neighboring Ukraine, as well as the EU accession agenda, the International Organization for Migration (IOM), through its Data and Research Unit, is aiming to reinforce its capacity to support authorities to provide assessment and monitoring activities to systematically track and analyze movements and displacement dynamics. This will involve scaling up when needed operational capacity to ensure timely and accurate data collection and analysis, enabling a comprehensive understanding of population needs and trends. IOM aims to provide actionable data to support effective decision-making and ensure that the needs of displaced and vulnerable populations are addressed promptly and efficiently.
Organizational Department / Unit to which the Consultant is contributing: Data and Research Unit (DRU)
Category B Consultants: Tasks to be performed under this contract
1. Identify reliable sources of information/key informants to collect relevant information on inflows and outflows of migrants/internally displaced persons across official and unofficial border crossing points along the border with Ukraine;
2. Collect and compile the available field information on in and out flows and update it on hourly/daily/weekly basis;
3. Conduct Displacement Tracking Matrix survey and (if requested) registration, in a designated geographical area, according to the operation planning led by the DRU Team Leader/Focal Point;
4. Collect GPS points of official and unofficial (if any) border crossing points as well as of the collective centers/displacement sites and infrastructures;
5. Assess the situation in collective centers and camp-like settings through direct observation and triangulate the information to facilitate its analysis;
6. Ensure of the quality of the information collected by systematically verify and correct the questionnaire/form at the end of the interview/registration;
7. Liaise with various humanitarian, governmental partners and the displaced community in the field;
8. Report on a daily basis on the activities conducted and the realities/issues encountered to the DRU Team Leader/Focal Point and make relevant recommendations;
9. Respect IOM’s Data Protection Principles;
10. Perform other duties as they might be assigned.
Performance indicators for the evaluation of results: The consultant’s performance will be evaluated based on the following criteria:
1. The ability to effectively perform data collection in the selected locations as outlined by the DRU Team Leader/Focal Point.
2. Achievement of the target number of surveys collected within the agreed timeframe.
3. Demonstrated responsibility and dependability in carrying out assigned tasks.
Education, Experience and/or skills required
Education
High School diploma with one year of relevant experience performing the same responsibilities.
Experience
- Experience in data collection methods
- Experience in building and maintaining key informant networks
- Experience in using paper questionnaires and forms when conducting interviews
- Experience using computers, mobile phones, and/or tablets for data collection or data entry
- Experience with Kobo or other data collection software
Languages
Fluency in Russian and Romanian is required. Ukrainian is an advantage.
