  1. Nature of the consultancy: Provision of consultancy services for production of a documentary film in the field of Community Engagement and Policing.
  2. Project Context and Scope:

Within the framework of the “Strengthening National Policing Capacity in the Republic of Moldova” project, IOM is supporting the Ministry of Internal Affairs and the General Police Inspectorate (GIP) in ensuring implementation and promotion of the community engagement and policing (CEP) concept to encourage active cooperation between residents and law enforcement, to foster collaboration between citizens, migrants, and Community Police for a safer Moldovan society, as well as to protect and respect fundamental rights and freedoms.

As part of this initiative, a series of awareness campaigns will be conducted. One of these campaigns includes creating a documentary film on community engagement and policing. The film will showcase the concept in action by focusing on the daily routines and duties of police officers and interaction with community members.

This assistance will be tailored to the needs and requirements of national authorities, utilizing a consultative and technical approach. This activity will encompass the development of the documentary film's concept, the filming process, and the post-production phase.

Under the present Terms of Reference, IOM Moldova is seeking a qualified and experienced national expert in film production who, under the overall guidance of the IOM Chief of Mission and Programme Coordinator – Migration Governance, and the direct supervision of Programme Officer/IBG Unit, and in coordination with the IOM Moldova’s Media and Communications Unit, will be working on the following:

  1. Elaborate and present the documentary film’s concept, script and shooting timeline in collaboration with IOM departments, national authorities, relevant stakeholders;
  2. Collaborate with the General Inspectorate of Police to identify the main characters and set up and perform the interviews;
  3. Participate in-country working travels to attend community forums and awareness raising campaigns, in order to capture relevant footage;
  4. Organize and carry out the recording, editing, scripting and mixing of the documentary film;
  5. Perform editing and post-production, incorporating IOM and GIP feedback, including the addition of subtitles in Russian and English versions. Translation of the subtitles will be provided by IOM Service Providers;
  6. Coordinate with relevant IOM departments for final product’s clearance.

Payment Modalities

The consultant will deliver his services online, or in-person as necessary.

The payment will be made in one instalment, upon submission of the last deliverable (Deliverable 2).

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultants will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

     The consultants’ performance will be evaluated against the following criteria:

  1. Satisfactory completion of tasks indicated in this TOR
  2. Feedback from the stakeholders
  3. Quality of the deliverables presented

EDUCATION

Studies in Journalism or Communication, Film and Media Studies

EXPERIENCE

  • Minimum 5 (five) years of relevant film production experience.
  • Prior work experience with international organisations in film production.
  • Personal commitment, efficiency, flexibility, drive for results.
  • Ability to work effectively and harmoniously with counterparts and colleagues from varied cultures and professional backgrounds.

       LANGUAGES

For this position knowledge of Romanian and Russian languages is mandatory.

  1. Travel required

Travel to the Republic of Moldova regions for the organization of documentation activities and shootings of the interviews with the involved protagonists will be required in the scope of this activity.
