Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

  1. Nature of the consultancy:  Under the overall supervision of the Migration Health Officer and Migration Health Physician of IOM Moldova, the consultant will provide mental health individual consultations to people referred by IOM physicians. 
  1. Project Context and Scope: Migration health assessments are among the most well-established migration management services offered by IOM. At the request of receiving country governments, IOM provides an evaluation of the physical and mental health status of migrants prior to their departure for the purpose of resettlement, international employment, enrolment in specific migrant assistance programmes, or for obtaining a temporary or permanent visa. Migration health assessments have many benefits, including the early detection and treatment of conditions of individual and public health concern, safer travel and the prevention of negative health events during travel or on arrival at host communities. Additionally, they serve to protect the health of both migrants and host communities and reduce the expected demand for domestic health and social services. Health assessment programmes also allow refugee resettlement agencies to adequately prepare for the arrival of refugees by providing them with important medical information in advance.

  • To identify any harmful behaviour associated with a disorder. 
  • To determine the likelihood of recurrence of prior harmful behaviours associated with a physical or mental disorder. 
  • To identify substance use disorders according American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders (DSM). 
  • To determine the remission status of any disorder previously diagnosed. 
  • For certain cases, particularly when harmful behaviour is present, psychological or neuropsychological testing will be provided. 
  • Ensure proper identification of refugees and migrants during the mental health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information. 
  • Provide the management with a plan of counselling tailored on the needs of the specific individuals in need for follow up.  
  • Report, granting confidentiality and ethical standards, on a monthly basis, number of cases,  statistics of identified problems and follow up and closure plans, according to IOM procedures. 
  • Participate to supervision and case management sessions, as necessary.  
  • Assign medical escort as necessary. 
  • Perform such other duties as may be assigned.

  1. Education, Experience, and/or skills required. 
  • University degree in Medicine from an accredited academic institution with at least 10 years of professional work experience. Postgraduate specialization in  adult and paediatric metal health, psychiatry.  
  • Valid license to practice within country is mandatory. 
  • Professional continuous clinical experience. The last clinical posting should be within the last 10 years; 
  • Good knowledge of clinical medicine; 
  • Excellent bedside manner; 
  • Knowledge of patient safety and infection prevention and control; 
  • Fluency in English a distinctive advantage 
  • Fluency in Romanian, Russian is required.  
  1. Travel required: in case when medical escort is assigned.
