Project Overview and Role
The Global Health Program Evaluation, Analysis, Research and Learning (GH PEARL) project funded by the United States Agency for International Development (USAID) contributes to the effective generation and use of data to strengthen policies and program implementation to improve health and save lives in USAID partner countries. GH PEARL is implemented in several countries around the world, including in the Republic of Moldova. GH PEARL Moldova is working to strengthen the capacity of the Ministry of Labor and Social Protection (MOLSP), Territorial Social Assistance Agencies (TSAA) and case managers working in the Territorial Social Assistance Structures (TSAS) subnational levels to utilize the Child Protection Information System (CPIS) and digitize child protection services as part of the CPIS.
The GH PEARL project in partnership with MOLSP is seeking a skilled and experienced Senior Full-Stack Developer to lead the development and optimization of the CPIS. In this role, the developer will oversee and conduct requirements gathering for new modules and features for CPIS, lead technical development of these features, guide a junior developer, and collaborate with the team of the MOLSP’s Directorate Policies for the Protection of the Rights of Children and Families with Children to ensure the delivery of robust, user-centric, and secure CPIS. The Senior Full-Stack Developer will work in the Directorate Policies for the Protection of the Rights of Children and Families with Children within the MOLSP and will report directly to GH PEARL Digital Adviser. Overall, the project is coordinated by the Chief of Party that provides overall leadership, direction, and vision for GH PEARL project.
The developer will provide software development services both for mantainance and development of new features of the CPIS. The system, which was deployed in 2024 and is already in operation, has four main modules: (1) administration module to manage the system and users; (2) child profile module to store and manage information about children at risk and their families; (3) case management module to support children registration, evaluation and development of individualized care plan; and (4) reports and analytics module to monitor the case managers activity and produce performance indicators. Additionally, the CPIS will include an adoption module (currently under development) and a module for foster care and guardianship services.
Key Responsibilities:
- Participate in a capacity strenthening program to gain insight into the technical specifications of the CPIS, its key functionalities, key user groups and their roles within the system.
- Oversee the optimization of the CPIS features and expansion of the new module on foster care and guardianship services.
- Architect and implement solutions for both front-end and back-end systems, ensuring efficiency and maintainability.
- Support integration and optimize APIs to facilitate seamless communication between MOLSP information system as well as other government systems from education, health and justice sector.
- Mentor and support a junior developer, conducting code reviews and promoting best practices.
- Collaborate with MOLSP’ Child Protection Directorate, TSAAs and TSAS to gather requirements, design system workflows, and deliver impactful solutions for CPIS users.
- Ensure compliance with data security and privacy regulations in all phases of system development.
- Troubleshoot and resolve complex technical challenges, ensuring system reliability and scalability.
- Provide online and in person technical support to CPIS users at national, regional and local level.
- Stay informed about emerging technologies and advocate for their adoption where appropriate.
Qualifications:
- Bachelor’s degree in Computer Science, Software Engineering, or a related field.
- Proven professional experience in full-stack development, including project leadership roles.
- Proficiency in front-end technologies (HTML, CSS, JavaScript, and Angular are required) and frameworks.
- Proficiency in back-end programming languages and technologies (Node.js, Java, Runtime OpenJDK, Spring Boot are required).
- Strong experience with relational and non-relational databases (PostgreSQL required).
- Experience working with various software stack components, particularly Keycloak, Redis, and Elastic Search.
- Deep understanding of RESTful API design, development, and integration. Experience working with Government Interoperability platfofm – MConnect.
- Experience with cloud-based platforms, in particulat Government Cloud Service – MCloud.
- Proficiency with version control systems (e.g., Git) and CI/CD pipelines.
- Solid understanding of data security, privacy, and compliance standards, especially in government systems).
- Familiarity with the development and implementation of information systems in the public sector.
- Knowledge and experience working with e-Governance services (MPass, MSign, MNotify).
- Knowledge of MOLSP information systems and social assistance programs is an advantage.
- Profiency in English and Romanian languages. Knowledge of Russian language is an advantage.
