Position: Project Manager
Duty Station: Chisinau

Short-term contract:

Starting date 10.02.2025 / end date: based on the availability of funding

Full-time (40 h/week)

Salary level: Manager level, based on internal Salary Grid.

INTERSOS is a humanitarian organization working on the protection of Ukrainian refugee at Chisinau and other Regions around the country.

All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies.

Main Purpose:

Define, coordinate and monitor project activities under his responsibility according to donor and INTERSOS protocols, standards and procedures in order to ensure the delivery of quality protection service provision and ensure social cohesion between refugees and host communities. 

Tasks

  • Ensures the planning, implementation, and monitoring/evaluation, setting targets as included in the project description. Flags significant deviations from the program implementation plan and estimated expenditures, alerts relevant staff.
  • Guarantees efficient financial management as the main budget holder for the project, in compliance with INTERSOS’ model and donor regulations.
  • Ensures proper team management.
  • Delivers quality project activity reporting, including findings in terms of impact/changes at the beneficiary level, compliant with INTERSOS and donor requirements, in close collaboration with the Grants Unit.
  • Develops a clear understanding of INTERSOS programs and country strategies among the project team; ensures timely input/feedback from the team on strategic issues.
  • Ensures the full and timely implementation of the project proposal as approved, proactively respecting deadlines for reporting internally to INTERSOS and externally to donors.
  • Leads the team recruitment process, with the support of HR, leading the team recruitment;
  • Ensures the project kick-off presentation and sharing of the project with teams, supported by the Programme Coordinator.
  • Prepares and constantly monitors and reviews a detailed activity plan with the team.
  • Verifies the targeting of beneficiaries, keeps Means of Verification, and tracks indicators.
  • Ensures sector SOPs and guidelines are properly applied and adhere to national and international standards.
  • In coordination with the security focal point, conducts security assessments for daily team movements and proactively reports incidents/concerns.
  • Supports the Programme Coordinator in program/project development.
  • Ensures program delivery aligns with INTERSOS and donor technical minimum standards and seeks technical and MEAL department guidance and tools.
  • Maintains a clear overview of actors and services in the intervention area, enabling the development and implementation of partnerships and referral pathways.
  • Handles administrative and office support activities (agreements, amendments, signed reports, communications, etc.), ensuring the documentation cycle is up-to-date and that all departmental requirements are aligned and addressed.
  • Ensure the full and timely implementation of the project proposal as approved, pro-actively respecting deadlines for reporting;

Financial management and procurement:

  • Prepares, monitors, and implements financial and procurement plans, prepares monthly liquidity plan for INTERSOS related project expenditure;
  • Approves all purchases/contracting and budget line allocations;
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spreadsheets (JOURNAL): checks budget line allocations, budget expenditure status against actual delivery, and the financial plan for the remaining project implementation period.
  • Verifies on a weekly basis the compliance and completeness of the expenditures, ensuring adherence to INTERSOS standards and donor requirements;
  • Reviews and updates the financial plan on weekly basis;
  • Ensures all purchases/contracting of goods, services, and supplies follow INTERSOS procurement guidelines and are properly documented in coordination with Finance and Logistics departments.
  • Verifies the list of expenditures prior to finalizing the interim and final financial reports.
  • Holds final responsibility for verifying all supporting documents’ completeness and correctness.
  • Reviews and updates the financial plan weekly to ensure alignment with project needs.
  • Drafts and reviews tender dossiers, adhering to INTERSOS procurement manual and guidelines, and donors requirements.

Staff management:

  • Manages and evaluates the performance of staff.
  • Conducts weekly and monthly meetings with staff, other departments, and activity managers, providing clear guidance on project priorities and ensuring proper follow-up.
  • Ensures a fluent chain of communication and data sharing within the team.
  • Ensures continuous and prompt verification of data quality collected and received from field staff.
  • Undertakes field visits to provide technical guidance and supervision to the team and monitors the progress and quality of project activities.
  • Oversees staff attendance, approves leave, and liaises with HR to maintain up-to-date HR files.
  • Ensures teams respect INTERSOS rules, mission guidelines, and adhere to INTERSOS’ Code of Conduct and Charter of Values

Monitoring and evaluation:

  • Ensures monitoring and verification for the targeting of beneficiaries.
  • Applies a results-oriented approach to monitor project outcomes, as well as outputs and activities, including changes achieved at the community level.
  • Collects, verifies, and safely archives all Means of Verification in an organized manner.

Reporting:

  • Ensures quality reporting on achievements through daily briefings, and monthly and weekly plans, presented against performance reports with clear quantitative and qualitative information.
  • Compiles, reviews, and analyzes reports from teams on a monthly basis to be reflected in the INTERSOS Project Appraisal Tool (PAT).
  • Prepares ad hoc progress reports, as well as interim and final narrative reports for donors, in a timely and qualitative manner, focusing on achievements against outcomes and outputs and including lessons learned with recommendations for future programming.
  • Holds final responsibility for all supporting documents (financial and Means of Verification) and general project documents.
  • Delivers regular communication products (including pictures) to be used by INTERSOS’ communication department in various outlets.

Coordination and representation:

  • Attends relevant cluster meetings at local and national levels and ensures timely reporting of highlights to the Senior Management Team (SMT).
  • Under the supervision of the Programme Coordinator, provides regular updates to donor representatives.
  • Supports INTERSOS in implementing the Country Strategy, particularly in the development of detailed sector strategies.
  • Ensures systematic information and updates are shared with the Programme Coordinator.
  • Coordinates with other INTERSOS projects/sectors in Moldova or other humanitarian partners for effective and efficient referral of cases.
  • Participates in regular meetings with the donor representatives and facilitates field visits by donor missions (when security allows for), in coordination with the Programme Coordinator.
  • Performs any other related duties as required.

Requirements

  • Advanced university degree in Humanitarian Studies, Social Sciences, Economics, or another relevant field.
  • At least 3 years of relevant work experience in the humanitarian sector, preferably in fragile and unstable environments.
  • Minimum 1 year of experience in a managerial position, including team management and direct project management responsibilities.
  • Proven fluency in English (both written and oral).
  • Strong computer literacy, including proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and internet research tools.
  • Demonstrated experience with donor compliance and reporting requirements, including narrative and financial reporting.
  • Expertise in budget development, cash flow management, and financial planning, with a proven ability to monitor and control expenditures.
  • Leadership skills, with the ability to manage, motivate, and develop teams in diverse and challenging settings.
  • Strong strategic vision and the ability to align project activities with broader program and country strategies.
  • Experience in planning, monitoring, and evaluating project outcomes, with a focus on results-based management.
  • Strong service orientation, ensuring activities respond effectively to the needs of beneficiaries and stakeholders.
  • Excellent interpersonal and communication skills, fostering teamwork and collaboration among different departments and stakeholders.
  • Understanding of humanitarian principles, standards, and best practices, and their application in the field.
  • Commitment to INTERSOS principles, including adherence to the Code of Conduct and Charter of Values.
