Job Description

Background: 

As of April 2023, over one million people have fled the war in Ukraine and crossed into the Republic of Moldova. Some 120,000 individuals remain in the country, according to UNHCR, and it hosts one of the highest number of refugees per capita in Europe. Most are women, children or older people, and a third are under the age of 18. Often considered one of Europe’s poorest economies, Moldova experienced record-high inflation in 2022. 

NRC was registered in Moldova in April 2022, with a country office in Chișinău and operations in multiple regions across the country. We implement both directly and through our partners. Our approach prioritizes a partner-led response that builds on the capacity of local civil society actors to deliver programmes and work to support national authorities. Our multi-sectoral portfolio encompasses livelihoods and food security, information, counselling, and legal assistance, Shelter & Settlements, protection from violence, and education programming. As the displacement context in Moldova becomes protracted, we are committed to ensuring that the basic needs of displacement-affected populations are met, prioritizing those with specific needs, and to support individuals on their pathway to self-reliance and durable solutions. 

Under Moldova Shelter and Settlement Core Competency, NRC aims to enhance the living conditions of people affected by displacement, with a particular focus on improving energy efficiency in shelters. This goal is pursued through a hybrid implementation model, which combines cash-based and contractor-led approaches tailored to the unique needs and capacities of each household.

As part of the localization priorities, NRC Moldova fosters partnerships with diverse actors, invests in thematic and institutional capacity strengthening of local actors and encourages cohesive coordination for addressing humanitarian needs and create opportunities/pathways for sustainability of initiatives and organizations. 

  1. Role and responsibilities

The purpose of the S&S Technical officer position is day to day implementation of Shelter Program : 

Generic responsibilities 

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  • Adhere to NRC policies, tools, handbooks and guidelines as well Government rules and regulations 
  • Implement delegated Shelter project portfolio activities according to plan of action specifically in regards to Technical aspects
  • Prepare and develop technical status reports as required by management
  • Ensure proper filing of technical documents in both hard and soft copies
  • Ensure that projects target beneficiary sites/units most in need, and explore and assess new and better ways to assist
  • Promote and share ideas for technical improvement in relation to both the “hard” and “soft” components of Shelter programming
  • Actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • Actively participate in developing work plans for the technical aspects shelter activities
  • Ensure that gender and Safe inclusion programming are integrate in shelter intervention and  are carried out at the field level.
  • Collaborate with teams from other CC’s to ensure that project participants are provided with the full packages of services available through NRC’s programming according to the beneficiaries specific and self-identified needs

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised 

  • Organize and lead technical needs assessments, focus group discussions, contractor meetings, and technical discussions with stakeholder
  • Supervise the project participants selection in accordance with the technical project selection criteria 
  • Prepare informational materials for project beneficiaries in regards to BoQs and scope of works Develop training materials related to proper installation of materials 
  • Organize and lead the supervision and monitoring contractor work, works carried out by Daily/Incentive labor and/or repairs done by the beneficiaries themselves
  • Consolidate site level BoQs for inclusion in procurement documents. Ensure that content specifications are precise and work with logistics to obtain samples as needed
  • Supervise and/or prepare the production of site level BoQs. Collaborate with PC on development of standardized BoQs. 
  • Develop technical specifications for materials and construction activities in coordination with Project Coordinator. Prepare Technical designs as required
  • Track and record information related to any project participants, information requests and complaints in regards to technical aspects of implementation as directed by Project Coordinator and MEL unit
  • Carry-out field level coordination with contractors and/or Daily/Incentive Labor in areas of project implementation
  • Organize and lead field level MEL activities specifically related to the technical aspects of project implementation and develop lessons learned documentation related to technical implementation
  • Any other task relevant to the position as requested by the line manager
  1. Competencies  

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies 

These are skills, knowledge and experience that are important for effective performance. 

Generic professional competencies: 

  • Experience working as a Project Officer - Technical (or Equivalent) in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile 
  • Fluency in spoken and written in Romanian. Basic fluency in written and spoken English. Knowledge of additional local dialects is a plus. 

Context/ Specific skills, knowledge and experience: 

  • Post-secondary technical education or higher in engineering, architecture, construction management or equivalent
  • One years experience in a technical responsible position in an NGO (preferred), or in an International company
  • Proven experience in developing and following through on technical implementation of construction project. 
  • Experience in documenting progress of construction related shelter activities
  • Experience in monitoring construction activities/contractors ensuring that technical standards are adhered to during implementation
  • Experience in developing BoQs, BoQ Amendments, Scope of Work, Technical specifications of materials and construction activities
  • Ability to prioritize needs and carry out multiple tasks simultaneously 
  • Experience in coordinating the technical aspects of implementation activities carried out by contractors and Daily/Incentive labor teams
  • Knowledge of the context in Moldova specifically in regard to the technical aspects shelter needs of conflict affected persons. Strong knowledge of local building practices
  • Strong communication, interpersonal, analytical and negotiation skills 
  • Basic understanding of concept note, proposal and report writing
  • Advanced computer skills, especially in Word, Excel and CAD. Knowledge of Microsoft Project and other design programs is a plus.
