BACKGROUND
The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP developed an Interim Country Strategic Plan (ICSP), approved during the Executive Board session in February 2024. This iCSP outlines the activities in the country for the next 2 years (March 2024 – February 2026). To support the implementation of the ICSP and nourish WFP's mandate in Moldova, WFP Moldova is now seeking to fill the position of Business Transformation Officer.

PURPOSE OF THE ASSIGNMENT

To lead the delivery of Digital Support to the Moldovan Government working closely with the Ministry of Labour and Social Protection and under
guidance from the Head of TEC and the WFP Moldova Social Protection Team.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Lead WFP Moldova's engagements with the Ministry of Labor and Social Protection (MLSP) on Digitalization ensuring WFP remains a key contributor and enabler of the Ministry's Digital Transformation agenda.


2. Provide technical input to the Digitalization activities following the details of the Moldova Social Protection offer and in line with the Technical Assistance Project Note.


3. Work closely with Social Protection teams internally and across various UN Agencies to formulate Digital Solutions that address Social Protection challenges for the Government.


4. Engage with the Ministry of Labour and Social Protection on the process of Digitalization as part of the RESTART social assistance reform, ensuring WFP remains a key player throughout the lifecycle of the project.


5. Lead Projects from inception to delivery with a key focus on the responsible exit.


6. Design Project Plans, develop budgets and costing associated with Social Protection Digitalization activities.


7. Provide regular updates to Country Office Management and Regional and Headquarters Counterparts on Digitalization Initiatives.


8. Provide advice to the Country Office (CO) Management on strategic TEC and Digitalization initiatives ensuring compliance with WFP Operational and Strategic Frameworks.


9. Translate high level strategic guidance documents into operational activities and drive the implementation of these initiatives.


10. Maintain key stakeholder engagement with various entities that are part of the Digital Transformation of the Government.


11. Identify areas of risk and develop mitigations measures and present these in a clear and concise manner to CO's Management.


12. Other duties as required within the designated area of expertise.

QUALIFICATIONS & EXPERIENCE REQUIRED:

A Master's Degree with 3 years of relevant professional experience or a Bachelor's Degree with 5 years of relevant professional experience.

EXPERIENCE:

Relevant experience is defined as experience in one or many of the below areas:

- Leading or being involved in Digital Transformation Projects.

- Leading or participating in the delivery of medium to large scale IT projects.

- Designing new IT solutions to solve business critical challenges and
driving the implementation of these initiatives.

DESIRED EXPERIENCE:

- Experience working with Ministry's or other Government entities.

- Experience communicating with different stakeholders at different levels Strategic and Operational.

- Understanding of Social Protection.

LANGUAGES:

Fluency in English and Romanian Languages (read, write, speak) is required for this role. Knowledge of Russian language is an asset.
