Activity within the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem" BSB00172, co-financed by the European Union under the Interreg NEXT Program Black Sea Basin.
Under the guidance of Ecological Counseling Center Cahul, the Expert Researcher will provide services in accordance with the Terms of Reference.
Qualifications and Skills Required:
- University degree in IT or related fields.
- At least 5 years of professional experience in the field.
- Experience in international projects, preferably in environmental protection.
- Teamwork skills.
- Proficient in English (C1 level).

Ecological Counseling Center Cahul announces a competition through a request for offers for the selection of an ICT Expert as part of the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem.”
Project Description:
The SturNet project aims to protect sturgeon populations and preserve the unique ecosystem of the Black Sea basin. Through collaborative research, data collection, and model development, our habitat protection efforts will support the sustainable development of the region's natural resources. One of the main objectives is to develop, pilot, and deliver an innovative open digital toolkit that will provide free interactive information on sturgeon spawning areas and periods to various stakeholders.
General Objective:
The overall objective of the SturNet project is primary research, data collection, and model development to pilot and create an innovative digital toolkit capable of providing interactive information on sturgeon spawning areas and periods to environmental, regulatory, and commercial stakeholders. In this direction, we aim to contribute to the conservation of sturgeon habitats and aquaculture, and subsequently to the wider sustainability of the Black Sea Basin ecosystem.
Period for Performing the Services:
22 months, starting in May 2025.
Tasks:
The expert will perform the following tasks:
- Provide an innovative interactive tool to all interested stakeholders, offering almost real-time information about sturgeon gatherings in their habitats, for reproduction and other purposes, to avoid overfishing and pollution-related activities.
- Provide a monitoring solution to maritime agencies, authorities, and responsible bodies to ensure the sustainability of the local ecosystem by preserving sturgeon populations and helping their recovery.
- Implement water quality monitoring and evaluation actions in the project sites and perform environmental performance evaluations of the system.
- Develop non-invasive methodologies to assess the conservation status of sturgeon, applicable to other fish species as well.
- Upgrade and develop existing infrastructure and acquire new equipment for water quality monitoring and analysis.
- Develop common methodological standards for monitoring and analyzing sturgeon population dynamics and environmental assessment of fisheries.
- Establish calibration and debugging standards for water quality monitoring and analysis equipment and data harmonization methodologies for use across participating counties (beta version).
- Increase public awareness of local communities regarding the protection of sturgeon.
- Improve relations among participating countries/bodies and establish long-term cooperation bonds.
Expected Results:
The selected expert will provide the requested services in accordance with the terms set by the Ecological Counseling Center Cahul, as outlined in this document and based on the contract signed between the parties (the selected expert and ECC Cahul).
The Offer Will Include:
- Curriculum Vitae (CV).
- Financial offer in Euros, covering a total amount for 22 months starting from May 2025.
All personal data provided will be used internally by ECC Cahul, and confidentiality will be guaranteed.
Evaluation Criteria:
The price indicated in the offer is final and cannot be adjusted after the deadline for submitting offers. The selection will be based on the principle of the lowest price offered, in accordance with the requested tasks.
Payment for Services Rendered:
Payment will be made by bank transfer in MDL, in accordance with the service contract.
