Nature of the consultancy Consultant on project management: 

The overall task of the incumbent is to conduct the final independent external evaluation of the project “Renovation of the Center for Prevention and Combating Domestic and Gender-based Violence in Moldova”, implemented by IOM Moldova.

Project Context and Scope:

IOM has been supporting the efforts of the Moldovan Government in the fight against Domestic Violence (DV) and Gender-Based Violence (GBV) since the launch of its Prevention and Protection Programme in 2000. To address the needs identified by the authorities, one of which is to ensure immediate and qualitative counselling and access to assistance while at the same time avoiding revictimization, IOM contributes to the establishment of a pilot Center for prevention and combating domestic and gender-based violence which integrate multidisciplinary law enforcement, social and medical services to provide assistance to victims of DV. It is to be the first institution under the central public authority – the General Police Inspectorate (GPI) of the Ministry of Internal Affairs (MIA), which will be responsible for the center management.  The establishment of the center grounds on Amendment 18 to the Letter of Agreement signed between the United States Embassy’s International Narcotics and Law Enforcement Section (INL) and the Government of the Republic of Moldova. The project “Renovation of the Center for Prevention and Combating Domestic and Gender-based Violence in Moldova” is in line with the national legislation in the field of preventing and combating violence against women and domestic violence is strengthening the ability of the Government of Moldova to comprehensively implement Moldova’s National Strategy for Preventing and Combating Violence against Women and Domestic Violence for the period 2018-2023. It is facilitating the renovation of the existing old building provided by the MIA, in line with the Feasibility Study prepared by the Te Doy Foundation and approved by the donor and the MIA which fully corresponds to the standard operating procedures (SOPs) and minimum quality standards for such services. The reconstruction works include rehabilitation of interior and exterior finishes, indoor heating installations, electrical and sanitary installations as well as the extension of the building. The establishment and operational management of the Center is carried out by the Te Doy Foundation, which will be carrying out the technical equipment and logistics, as well as the provision of the Center’s activity during the pilot period. Upon completion of the project, all the equipment will be donated to the Government of the Republic of Moldova, namely to the GPI of the MIA. The activity is also to be included in the draft National Action Plan of the Strategy on Domestic Violence (2021-2023).

Under the overall supervision of the Chief of Mission, and the direct supervision of the Protection Programme Coordinator, the consultant will be responsible for conducting the final independent external evaluation of the project “Renovation of the Center for Prevention and Combating Domestic and Gender-based Violence in Moldova”, implemented by IOM Moldova

Evaluation purpose and objective

The purpose of IOM in commissioning this final evaluation is to assess the relevance, efficiency, coherency and sustainability of the project results for purposes of accountability and learning.

The evaluation is being conducted for use by the donor (the US Bureau of International Narcotics and Law Enforcement Affairs, INL), who is interested in assessing how the project performed and value for money for the set of activities they funded. The project evaluation will seek to ascertain coherency and sustainability.  The project team and others in the Mission within IOM globally will utilise the evaluation report to improve design and implementation of ongoing and future programming.  For stakeholders the evaluation report will be utilised to inform relevance and efficiency in order to share lessons learnt for future similar projects.

Evaluation scope

The evaluation shall cover the entire project duration (December 2021 – November 2023) and all project objectives. Geographically all meetings will be arranged in Chisinau, where all the key stakeholders and located; meetings will be within IOM and partner agencies’ premises.

Evaluation criteria

The evaluation will use the following OECD-DAC criteria: relevance, effectiveness, efficiency, coherence, and sustainability Evaluation questions.

The deliverables:

  • Inception report including an evaluation matrix.
  • Presentation of initial findings following data collection.
  • Draft Report not more than 50 pages in total.
  • Final report.
  • Two-page evaluation brief.
  • Powerpoint presentation of the results.

All deliverables are to be written in English and meet good language standards. The evaluator should follow the evaluation templates in the IOM M&E Guidelines. The final report should meet the standards laid out in the UNEG Quality Checklist for Evaluation Reports.

Knowledge and skills:

  • Relevant and proved experience in Evaluations and assessment of international donor projects in the area of migration and development, partnership, capacity building, gender mainstreaming.
  • A master’s degree in Monitoring & Evaluation, Social Science, Law, Development Studies, or any related field or its equivalent with a perfect command of spoken and written English.
  • Skills in evaluation design, qualitative data collection and analysis, drafting and editing in English, time management and cultural sensitivity are required.
  • Experience in country or region and experience working on DV, GBV or related issues is preferred.
  • Experience in evaluating technical and construction related projects is an asset.
  • Excellent coordination, interpersonal and communication skills.
