Position Title: Human Resources Assistant (HRA)

Duty Station: Chisinau, Moldova

Background

People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in post-communist Europe and has administered projects in 37 countries over the past 20 years. From 2009 onwards, PIN has added development programmes to its work in Moldova, building a vision and practices that keep people and communities at the centre of our work. Throughout its presence in the country, PIN has been contributing to the development of following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.

Position overview

The main task of the Human Resources Assistant (HRA) is to provide the whole HR department with relevant support in all aspects of Human Resources (HR) management. 

Reports To: Head of HR (HoHR henceforth)

Key communication/coordination relationships (internal):

The HRA reports to Head of HR (HoHR) and closely cooperates with country programmes and Capacity Development Unit (CDU). She/he cooperates with other relevant HQ staff – Desk Officers (DOs), Regional Administrators (RAs), Logistics, IT department and RDD management members. ​

Main responsibilities:

Recruitment process

  • Assists the recruitment process and prepares the recruitment tools.

Hiring and induction process

  • According to a Hiring and Induction Checklist ensures the induction procedure is being followed, coordinating with relevant departments or staff (such as Country Director, Logistics, Security, Finance, Programmes).

HR administration

  • Prepares monthly payroll;
  • Maintains the HR tools (checklist, folders, server) and keeps them up to date.

Evaluation, capacity development and training

  • Tracks the terms of regular evaluation; notifies HoHR if evaluations should start;
  • Ensures that written outcomes from evaluation are confidentially archived in personal folder.

Employment termination

  • When employee leaving, follows the Job termination checklist; together with other departments coordinates all clearance procedures.

Contract administration

  • Supervises the maintenance of personnel files.

Knowledge/experience, qualifications/skills and abilities required:

  • The successful candidate will be able to work without direct supervision, pay attention to details and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving;
  • Minimum 2 years of experience in Human Resources;
  • Experience in the NGO field with a focus on civil society development programs is a distinct advantage;
  • Planning & Organizing – Ability to plan own work;
  • Good communication (spoken and written) skills, including ability to explain and present complex information and prepare written documents/communications in a clear, concise style;
  • Computer literate;
  • Excellent command of Romanian, Russian. Good command of English is an advantage;
  • Ability to work under pressure and meet deadlines;
  • A strong sense of integrity and willingness to pass the knowledge to others.
