Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS in Moldova and Ukraine    
CRS has operated in different capacities in Moldova since 2004 and in Ukraine since 2017.  CRS works with local partners to implement an integrated, multisectoral program portfolio of humanitarian and development assistance.  In Moldova, CRS is focused on meeting both the immediate and long-term needs of Ukrainian refugees, including cash, education and psychosocial support (PSS) and shelter programs.  CRS is also working with governmental and non-governmental partners to end the placement of children in residential care institutions through the Changing the Way We Care initiative. In Ukraine, CRS’ works in partnership with Caritas Ukraine and Caritas Spes Ukraine, to deliver life-saving humanitarian assistance to Ukrainians affected by the war.

Job Summary

Under the guidance of management, the Senior Risk and Compliance Officer leads and advises on risk-related activities for the country program (CP), including sub-recipient compliance adhering to CRS policies, local laws, and donor regulations to help ensure effective delivery of high-quality programming to the poor and vulnerable.  The knowledge and skills of Senior Risk and Compliance Officer ensures risk reduction to staff, the effectiveness of our programming, and the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.

Roles and Key Responsibilities  

  • Collaborate with the Head of Operations and CP leadership on strengthening internal control systems and processes.
  • Act as an advisor/consultant to management on risk and compliance best practices.
  • Act as security focal point for Moldova office.
  • Support and advise the CP leadership on Fraud and Safeguarding cases and investigations.
  • Identify risk issues and challenges and propose solutions to address them.
  • Coordinate the planning and performance of internal audits, control reviews and compliance assessments, conduct audit activities as applicable. Help analyze results and provide recommendations.
  • Ensure that all processes for Supply Chian and Inventory Management are in place and reviewed regularly.
  • Lead the design and facilitation of trainings and institutional capacity strengthening plans for CRS and partners.
  • Coordinate with external audits and the coordination of action plans to close out audit findings.

Basic Qualifications

  • Bachelor’s degree in accounting, Business Administration, or another relevant bachelor’s is required.
  • Minimum of 3 years of work experience, ideally with an international organization, with at least 1 year of progressive responsibility in operations and/or programming, including audit, compliance, or risk management.
  • Knowledge of audit standards and compliance regulations and familiarity with international standards for internal control and risk and compliance management (e.g., COSO, ISO, COBIT)

Preferred Qualifications 

  • Accounting and other relevant certification(s) a plus.
  • Familiarity with accounting systems.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.

Knowledge, Skills, and Abilities:

  • Very good relationship management skills
  • Very good analytical, organizational, and systems thinking skills.
  • Ability to make sound judgment.
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics.
  • Proactive, resourceful and results oriented.

Required Languages - English and Romanian/Russian required, Ukrainian is preferred.

  Travel – require 30% travel within the country and to Ukraine.
