Senior General and Consular Affairs Officer
The Senior General and Consular Affairs Officer (37,50 hours a week) serves the embassy team in its entirety and reports to the Operational Manager (OM). The Senior General and Consular Affairs Officer (37,50 hours a week) replaces the Assistant General and Consular Affairs officer in his/her absence, as well as the Operations Manager for certain duties and tasks.

The Embassy of the Kingdom of the Netherlands in Moldova is part of a worldwide network of diplomatic missions, representing Dutch political, economic, cultural and consular interests abroad.
The Embassy is a relatively new diplomatic mission. In 2016 The Netherlands opened an Embassy office in Chisinau, an independent diplomatic mission that worked under the responsibility of the Dutch embassy in Bucharest. Since 1 January 2023 the Embassy office has been upgraded to a fully-fledged Embassy. The team has grown to eight employees of which three are expatriates and five are contracted locally.

Main Responsibilities and result areas
The Senior general and consular affairs officer operates largely independently, coordinating key elements of work with the Operations Manager, such as:
- Ensure high quality administrative and logistical support for one or more operational processes in the following domain: personnel, information systems, ICT/administration, accommodation, assistant to the ambassador, event organizer (for example organizing National day) and protocol (for example Note Verbale);
- Ensure accurate financial administration and cash transactions e.g. cash management, invoicing, checks on claims and VAT refunds, monitor, maintain records and provide oversight of budget and procurement activities, including liaising with suppliers and vendors;
- Ensure a smooth administrative and technical management of the mission, as well as embassy owned properties and inventories;
- Advise on the choice of suppliers and prepare orders, as well as smooth maintenance, service and delivery-on-demand contracts, place orders;
- Act as point of contact in consular affairs and provide client friendly consular services (for people with Dutch nationality that have questions, issues or need assistance abroad) and general, factual information;
- Ensure accurate HR administration e.g. accurate pay roll services for local employees and residence staff. Liaise with colleagues in The Hague (Netherlands) about HR-related matters;
- Assist expat staff on housing matters, guiding in search for rentals, provide necessary documents, negotiate about rents and set up contracts. Monitoring contract management.
Knowledge and skill requirements
• Has knowledge of the Russian, Romanian and English language (in speech and writing), command of the Dutch language is an asset;
• Knowledge of financial procedures and planning, administration, facility-management, ICT;
• Able to collect and clarify information and provide management information;
• Experienced in dealing with external partners (authorities, companies, suppliers and clients);
• Able to advise about the interpretation and implementation of regulations and whether they are being correctly applied;
• Is discrete and maintains a high level of integrity;
• Has good value for money mentality and is always solution-focused;
• Is familiar with working in an international environment;
• Ability to effectively prioritize and keep calm in a high-pressure environment.

Level of education / Additional training and knowledge
• Degree in Higher Professional Education, or three to five years of relevant work experience.
• Financial, consular and ICT experience is preferred.
Type of position
This is a full-time position (37,5 hours per week), initially for a fixed period of one year. After proven suitability there is a possibility that the contract will be extended.

He/she is not deterred by continuous and sometimes drastic changes. The candidate can operate independently, takes initiative, is flexible and stress-resistant. Flexibility and result orientation are a must as we are a small team and are expected to replace each other when needed.
