GIZ - Advisor on Policy and Capacity Development

GIZ is looking for an Advisor on Policy and Capacity Development for its project “Strong Businesses and Communities for Moldova”, which is financed by both the European Union as well as the German Government.

This position is expected to start on 1st of June 2023 for a 12-month period, with the possibility of extension until 31 December 2025.

The Advisor will be based in Chisinau having the primary role to provide support to project partners in the field of sustainable economic development, ultimately leading to enhanced business and job opportunities for men and women in the selected local communities. The overall responsibilities covered by this position are as follows:

  • supporting and coordinating the regional advice process, regional project activities and the regional advisors during planning and implementation of the regional/local economic development approach, assuring quality and standards across the 5 regional locations, including the events, processes and the technical advice
  • supporting, implementing, and coordinating policy advice, project activities and capacity development measures for project partners and partner organisations, especially in the field of sustainable economic development on national, regional, and local level.

Required qualifications:

  • Master’s degree or other equivalent graduation in Economics, Management, Organisational Development, or other relevant fields
  • at least 5 years of professional experience in policy advise, consulting or capacity development with a focus on public authorities and sustainable economic development
  • professional experience in coordinating project activities and guiding teams (at national, regional, and local level, and in cooperation with the partners), both regarding implementation as well as preparation of organisational aspects
  • proven experience of involvement in supporting ongoing efforts within capacity development programmes
  • proven experience, knowledge and skills in participatory methods, stakeholder management and partnership approaches
  • proven ability to identify, assess and develop opportunities and to effectively manage relationships with partners on national, regional, and local level
  • strong understanding of the policy processes in the Republic of Moldova as well as ability to establish and coordinate networks consisting of a range of partners from diverse background.
  • professional experience in working with vulnerable groups and/or public authorities
  • strong communication, interpersonal and organisational skills
  • very good knowledge of Romanian and English; German would be an asset
  • good working knowledge of IT technologies and computer applications (MS Office package)
  • confidential handling of data and information
  • ability to work under pressure to tight deadlines with excellent time management skills
  • Moldovan citizenship or holding permanent resident status in Moldova.
