Terms of Reference for Project Officer (consulting services)
Introduction
In collaboration with Moldovan counterparts, the Swedish Prison and Probation Service is implementing a project aimed at strengthening the human resources management within Moldova's Prison and Probation system. Funded by the Swedish International Development Cooperation Agency (Sida) through the Embassy of Sweden in Moldova, this project will run from 2024 to 2028.
The project focuses on enhancing the following key areas:
- Staffing and Recruitment
- Professional Development and Training.
- Organizational Culture
The programme will be managed and coordinated by a Project Coordination Office (PCO) in Chisinau, consisting of a Swedish Project Leader, a Moldovan Project Coordinator and a Project Officer.
Assignment/Scope of work:
While delivering services for this assignment, the Project Officer will be based in Chisinau, working from the Project Coordination Office in Chisinau.
Main tasks and responsibilities:
- Support the planning, organization, coordination, implementation, and follow-up of project activities in alignment with the project work plan, ensuring timely and efficient progress toward objectives.
- Provide interpretation support during meetings, workshops, training sessions, and field visits, and assist with the translation of documents between Romanian and English.
- Support the organization and ensure logistical arrangements for meetings, training sessions, workshops, and field visits, coordinating all necessary resources and details for smooth execution.
- Assist in the Monitoring, Evaluation, and Reporting (MER) of project activities by collecting, organizing, and analysing relevant data to assess project outcomes, impact, and progress.
- Draft detailed minutes for meetings, workshops, field visits, and advisory activities, ensuring accurate documentation of discussions and action points.
- Coordinate travel and accommodation arrangements for short-term project experts, ensuring efficient logistics and compliance with project requirements.
- Oversee office administration tasks, including the management of office equipment (printers, phones), facility rentals, and other essential office logistics to ensure a well-functioning workspace.
- Undertake additional tasks as assigned by the Program Leader, providing flexible support to meet evolving project needs and objectives.
Qualifications
Essential qualifications and experience.
- University degree (bachelor’s degree) in social, law, administration or other related fields.
- Possess a minimum of 3 years of relevant professional experience in the implementation of development projects.
- Demonstrate excellent proficiency in Romanian and a strong command of both spoken and written English.
Essential knowledge, skills and abilities.
- Strong oral and written communication skills for effective interaction and documentation.
- Excellent drafting and editing abilities for clear and professional written outputs.
- Proven ability to build and maintain positive relationships with stakeholders and the providers.
- Experience in information collection and analysis to support project activities.
- Exceptional logistical and planning skills to ensure efficient coordination of project tasks and events.
Desirable qualification and experience.
- Relevant experience in penitentiary systems and/or the rule of law sector, demonstrating understanding of sector-specific challenges and practices.
- Proven experience working with international organizations or on international projects, with familiarity in cross-cultural and multi-stakeholder environments.
Desirable knowledge, skills and abilities
- Solid understanding of project management principles and practices, including planning, execution, monitoring, and evaluation of project activities.
