Background:

Established in 1995 as the social department of the Roman Catholic Church in the Republic of Moldova, Caritas Moldova is a charitable organization guided by Christian values. For over 29 years, the organization has focused on serving diverse vulnerable populations, including the elderly, people with disabilities, children, students, vulnerable families, and the unemployed. In a pivotal turn of its history, it has risen to the challenge presented by the Ukrainian war, which commenced in February 2022.

In response to this crisis, Caritas Moldova has played a vital role in collaboration with other Caritas sister organizations. Together, they have been actively providing crucial support to refugees, meeting their basic needs, and ensuring access to essentials such as food, hygiene items, and clothing. In strategic partnership with Catholic Relief Services (CRS) and other partners from the Caritas network, Caritas Moldova has extended its reach to both refugees and vulnerable Moldovan host communities.

Overview of the position:

The HR Officer will be crucial in supporting the organization's mission by managing human resources functions and fostering a positive and inclusive work environment. S/he will also support operational plans supporting high-quality programs serving the poor and vulnerable.  The ideal candidate will have a strong background in HR management, excellent interpersonal skills, and a passion for contributing to humanitarian causes.

Key Responsibilities:

Strategic Support to Caritas Management:

  • Provide essential support to Caritas Management in overseeing HR programs, procedures and services.

Recruitment and Onboarding:

  • Working closely with Caritas management and the hiring persons to coordinate the recruitment process, including job posting, candidate screening, and interviewing.
  • Facilitate the onboarding process for new hires, ensuring a smooth transition into the organization.

Employee Relations:

  • Foster positive employee relations by addressing concerns, communicating them effectively, and resolving conflicts in a fair and timely manner.
  • Promote a culture of open communication and collaboration within the organization.

Performance Management:

  • Administer the performance appraisal process, guiding supervisors and employees.
  • Collaborate with department heads to set performance objectives and monitor employee progress.

Professional Development Support:

  • Assist in conducting needs assessments for professional development and training programs.
  • Collaborate with relevant stakeholders to ensure the provision of precise development programs for Caritas staff, enhancing their skills and capabilities.

Policy Development and Compliance:

  • Working with assigned stakeholders to develop and update HR policies and procedures according to legal requirements and best practices.
  • Ensure compliance with Moldovan labor laws and organizational policies.

Benefits Administration:

  • In close coordination with Caritas Management, administer employee benefits programs, including retirement plans in compliance with Moldovan labor laws.
  • Respond to employee inquiries related to benefits and HR policies.

HR Administration:

  • Maintain accurate and up-to-date employee records.
  • Prepare regular HR reports and metrics for management.

Qualifications:

A bachelor’s degree in human resources, Business Administration, or a related field is required, Additional relevant experience and completion of HR certification or courses, may substitute for some education.

Minimum of three years’ work experience in HR, preferably with an International or local NGO, and good knowledge of HR best practices and standards

Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the Moldovan labor law.

Excellent communication and interpersonal skills.

Strong organizational and problem-solving abilities.

Ability to work effectively in a multicultural and fast-paced environment.

Commitment to the organization's values and mission.

Required Languages – Written and spoken proficiency in English, Romanian, Russian.

Travel – There may be occasional travel within Moldova.
