UNFPA National Consultant to strengthen the national system on gender-based violence case recording in line with the Ministry of Labor and Social Protection’s (MLSP) RESTART reform, Chisinau, Republic of Moldova
Job Description
Background:
UNFPA (United Nations Population Fund) aims to promote equality, reproductive health, and rights globally, including in contexts like gender-based violence (GBV) prevention and response. UNFPA plays a crucial role in strengthening data collection and case recording on GBV) in Moldova.
The Ministry of Labour and Social Protection (MLSP) is one of the key UNFPA national partners, collaborating in the development and implementation of policies related to gender equality and GBV prevention. The Ministry is leading a complex reform of the social assistance system (RESTART), which aims to promote and ensure the respect of social protection and assistance rights of the vulnerable population of the Republic of Moldova.
In line with the key priorities under the reform, the Ministry has established a model for systematic data collection from the Territorial Structures and Agencies for Social Assistance (STAS/ATAS), including on cases of GBV. This process aims to facilitate regular and timely processing of reported cases. This will further contribute towards strengthening the overall case management.
UNFPA Moldova in partnership with the MLSP developed a comprehensive description of GBV services and indicators for monitoring and evaluating GBV services. Additionally, a tool has been created to analyze data on GBV incidence and access to services at the district level on a monthly basis. UNFPA has also supported the MLSP with conducting GBV case management training seminars for all community social workers.
In this framework, UNFPA Moldova seeks to contract a consultant (here and after “The Consultant”) to support the national system in ensuring efficient recording of GBV case registrations monitoring and analysis, at the rayonal level.
Purpose and Scope of work:
The overall objective of this consultancy is to support the national system in strengthening the capacities of STAS, by mentoring and coaching STAS professionals to improve GBv case registration, data collection and timely reporting of disaggregated data on GBV. More specifically, the consultant will be responsible for the following tasks, including but not limited to:
- Work closely with the MLSP team responsible for GBV case registration, data collection and producing weekly reports on trends on GBV cases across the country, ensuring that the collected data is rigorously disaggregated;
- Extend regular coaching and mentoring support to STAS teams, to ensure more effective usage of the digital GBV case registration system;
- Provide capacity development assistance to STAS teams as needed, to improve the reporting of cases of GBV;
- Participate in regular meetings with STAS and MLSP team, provide updates and recommendations for overcoming identified bottlenecks and challenges;
- Conduct field travel to attend coordination meetings, provide one on one coaching and follow-up with STAS teams as necessary;
- Provide inputs in the analysis of data trends in reporting cases of GBV and production of weekly reports;
- Submit monthly progress reports on major tasks performed.
Duration and Working Schedule:
The work is expected to commence on 1 December 2024 and end by 31 August 2025 during which all the activities and outputs envisaged under the present assignment are expected to be performed.
The volume of consultancy for the consultant has been estimated as full-time consultancy for 9 months, up to 200 full working days
The provision of envisaged deliverables approved by UNFPA would be the only criteria for the Contractor’s work to be considered completed and eligible for payment/s.
Qualifications and Experience:
Education:
- Bachelor degree in human rights, sociology, gender studies, public relations, development studies and/or other social science related areas relevant for the assignment is an advantage;
- Additional training and certification in the field of gender equality, human rights, gender-based violence etc. would be an advantage.
Knowledge and Experience:
- At least 2 years of experience in project management and/or coordination or any close related experience is required;
- At least 2 years of experience in delivering trainings, coaching and capacity mentoring, and coordinating program/project teams is required;
- Experience working in or with government agencies, particularly in the social protection sector, is highly desirable;
- Previous experience in working with/in government sector in the field of gender equality and ending violence against women would be considered an asset;
- Experience in data collection and analyses would be considered an asset.
Languages:
- Excellent command of Romanian and Russian, knowledge of English would be an advantage.
Compensation and Benefits:
Payment will be done on a monthly basis, as per the number of days worked, upon positive evaluation and approval by UNFPA of the monthly activity reports and timesheets, timely submitted by the National Consultant. The daily rate is established based on the requirements included in this Terms of Reference and expertise of the Consultant, in alignment with UNFPA Policy and Procedures for Contracting Individual Consultants.
