GIZ - National Advisor on Security and Risk Management

GIZ is looking for a National Advisor on Security and Risk Management for the GIZ Country Office. This position is expected to start on 01.06.2023 or later for a 12-month period, with the possibility of extension.

The overall responsibilities covered by this position are as follows:

  • Support the development of security policies and procedures of GIZ MD in close cooperation with the Country Security Focal Point (CSFP)
  • Advise the Country Director (CD), CSFP and country management on risk mitigation and security measures
  • Conduct risk assessments, security planning and analysis for all locations of GIZ MD
  • Elaborate, update and maintain security documents, such as security handbook and hibernation, relocation and evacuation plan
  • Conduct security site assessments of office premises, project implementation areas, private accommodations of staff and other relevant sites
  • Provide security and travel advice and security briefings to GIZ management and programmes as well as incoming travellers and consultants
  • Elaborate and maintain an incident reporting system
  • Initiate further development and refinement of Standard Operations Procedures (SOPs)
  • Advise the GIZ country management/ Crisis Management team during crisis situations in close coordination with Corporate Security Unit (CSU) and the regional Security and Risk Management (SRM) Hub
  • Elaborate and update crisis management standard operation procedures and crisis preparedness, also in regard to earthquake preparedness
  • Establish and maintain a security network of relevant actors, including local and national authorities as well as (I)NGOs, security forces etc.
  • Maintain close cooperation with CSU, SRM Hub and other relevant actors and units in GIZ.

Required qualifications:

  • University/ Master’s degree in security, risk, crisis and disaster management, social science, international relations, peace and conflict studies or another relevant field required.
  • At least 3 years of professional experience in risk and security management at management level, ideally in a development or humanitarian setting.
  • Previous management experience will be an added advantage.
  • Experience with an international organization will be an added advantage
  • Excellent writing and communication skills in English, German is an advantage
  • Excellent analytical skills and ability to relay information and analysis in an easily digestible and accessible manner
  • Excellent communication and advisory skills catering to a wide range of interlocutors
  • Ability to work autonomously, reliably and accurately with little guidance and ability to make sound, rational decisions in critical situations, also under pressure
  • Solid knowledge and understanding of development/humanitarian work and international organisations.
  • Very good office skills, knowledge of digital incident management and geographic information systems are an advantage
  • Cultural sensitivity, adaptability, and reliability 
  • Moldovan citizenship or holding permanent resident status in Moldova.
