Position: Pharmacy Manager
Duty Station: Chisinau

Short-term contract:

Starting date 02.01.2025 / end date: based on the availability of funding

Full-time (40 h/week)

Salary level: Manager level, based on internal Salary Grid.

INTERSOS is a humanitarian organization working on the protection of Ukrainian refugee at Chisinau and other Regions around the country.

Main Purpose:

Under the guidance of the Medical Coordinator, the Pharmacy Manager will ensure the effective functioning of the INTERSOS pharmacy system to guarantee efficient operations, maintain optimal stock levels, and ensure the appropriate use of medicines and medical materials in line with INTERSOS guidelines, as well as national and international regulations. In collaboration with the logistics department, the Pharmacy Manager will oversee all warehouse operations to ensure proper storage conditions (temperature, humidity, security) and maintain sufficient stock levels across all projects.

Tasks

Needs Assessment, Procurement, and Supplier Management:

  • Collaborate with the Medical Coordinator, Pharmacy Referent, Project Managers, and logistics team to conduct needs assessments.
  • Assess the local market and inspect suppliers when necessary to ensure compliance with quality standards.
  • Assist in preparing Bills of Quantities (BoQs) and budget proposals for pharmaceutical orders.
  • Manage procedures for obtaining import licences and tax exemptions from local health and administrative authorities.
  • Support procurement processes by working with approved suppliers.

Staff Recruitment and Capacity Building:

  • Participate in the recruitment and management of the pharmacy team.
  • Provide capacity-building support to team members through training on pharmaceutical procedures, stock management, and dispensing protocols.

Stock Management and Distribution:

  • Oversee pharmacy operations to ensure proper implementation of INTERSOS SOPs and national waste management protocols.
  • Ensure all inventories are up-to-date and monitored to prevent stock-outs, overstocking, or expired medications.
  • Supervise storage conditions, ensuring compliance with temperature, humidity, and safety protocols (e.g., pest control and cold chain maintenance).
  • Oversee the management of narcotic and psychotropic medications in compliance with national regulations to ensure traceability.
  • Manage the First Aid stock and Post Exposure Prophylaxis (PEP) Kits at offices and guesthouses.

Monitoring and Data Collection:

  • Facilitate technical visits to field pharmacies to monitor and analyse stock indicators, ensuring standardised management across projects.
  • Ensure accurate tracking of consumables, medicines, and equipment through internal databases (IMS and Excel-based tools).
  • Collaborate with the medical team to monitor epidemiological trends through the analysis of medicine consumption and distribution patterns.

Pharmacovigilance and Compliance:

  • Ensure pharmacovigilance protocols are followed by reporting any quality issues or adverse reactions promptly.
  • Participate in periodic stock checks at warehouses and distribution sites, in compliance with INTERSOS protocols.
  • Ensure that drug dispensing follows good practices to prevent misuse or irrational consumption.
  • Maintain proper documentation for all pharmaceutical activities, including procurement records, inventories, and disposal processes.

Interdepartmental Coordination:

  • Maintain close communication with Medical, Logistics, HR, and Finance teams to ensure efficient procurement and distribution processes.
  • Coordinate with the Medical Coordinator to ensure local purchases comply with INTERSOS procurement policies and are sourced from approved suppliers.

Requirements:

    • Education: Pharmacy degree or equivalent 4-5 years diploma (as per the country of origin).
    • Experience: At least 2 years’ experience in hospital or pharmacy management are desirable, preferably with an NGO.
    • Languages: Fluency in the mission language; knowledge of local languages is an asset.

    Skills:

    • Proficiency in Microsoft Office (Word, Excel, Internet).
    • Leadership, strategic vision, and strong planning skills.
    • Proven experience in people management and team development.
    • Ability to work independently and take the initiative.
    • Excellent teamwork and cooperation skills.
    • Behavioural flexibility and strong commitment to INTERSOS principles.
