CRS in Moldova & Ukraine
CRS has operated in different capacities in Moldova since 2004 and in Ukraine since 2017.  CRS works with local partners to implement an integrated, multisectoral program portfolio of humanitarian and development assistance.  In Moldova, CRS is focused on meeting both the immediate and long-term needs of Ukrainian refugees, including cash, education and shelter programs.  CRS is also working with governmental and non-governmental partners to end the placement of children in residential care institutions through the Changing the Way We Care initiative. In Ukraine, CRS’ works in partnership with Caritas Ukraine and Caritas Spes Ukraine, to deliver life-saving humanitarian assistance to Ukrainians affected by the war.

Job Summary:

As a member of the CRS Moldova project team, and in close coordination with Caritas Moldova, Project Assistant Accommodation will provide day-to-day deliver of responsive, effective and efficient project administrative activities in support of Catholic Relief Services’ (CRS) work to serve conflict-affected Ukrainians in Moldova. You will provide consistent and high-quality service and contribute to the proper stewardship of project resources to help ensure operational effectiveness in support of high-quality programming.

 Roles and Key Responsibilities:

  • Facilitate communication with all members of the project team, relevant staff in other departments/teams and external stakeholders as relevant.
  • Provide specialized project administrative transactions and processes (e.g. translate, type, proofread, and/or format documents; record and transcribe meeting minutes; draft simple correspondence messages).
  • Prepare transactional documents in support of project operations processes and support and facilitate coordination of transaction processing (e.g. payment requests, travel authorizations, travel advances, visas, etc.).
  • Compile data, perform data entry and data verification in relation to project administration processes (e.g. various contact lists, employee leave balances, staff attendance reports, Vehicle Log Sheets review, visitors' welcome packages, etc.).

Data Management Responsibilities:

  • Ensure day-to-day management of the databases for effective management of beneficiary and financial transaction information.
  • Support high quality database maintenance, including conducting data quality checks for monthly cash payments; proactively identify and support troubleshooting for any problems that arise within database.
  • Ensure timely and accurate provision of cash assistance as per the Standard Operating Procedures (SoPs) and coordinate with data management team and Financial Service Provider for the provision of project deliverables.
  • Work closely with relevant team members and partners to ensure consistent data quality and that systems are in place that will enable timely resolution of cases.
  • Assist in developing data visualization, including real-time reporting and trends analysis.

Basic Qualifications

  • High School Diploma required. Professional Diploma/Certificate or courses in Administration a plus.
  • Experience working in an office environment in a clerical or administrative role. Experience with a local or international NGO a plus.
  • Experience with typing/word processing, data entry into online databases and forms, and working with various office equipment.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Proficient in Word.

Required Languages – Written and spoken proficiency in Romanian and English required. Proficiency in Ukrainian and/or Russian is a plus.

Travel – Must be willing and able to travel within Moldova, including to border areas, up to 25%.
