Position Description
The Global Solutions Ventures (GSV)-led LEAP initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries. The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP will provide long-term, sustainable mentoring and capacity building for program staff, empower host governments to lead and manage key aspects of their infectious disease portfolios, and improve coordination between USAID and the host government.
What is seconding? A seconded staff person reports to work at a host organization while employed by a different organization. Employment status (including pay, benefits, and supervision) is the responsibility of the seconding organization. For the purpose of this scope, the host organization is the National Agency for Public Health and the seconding organization is both LEAP and USAID. The seconded staff will spend the vast majority of their time with the host organization (approximately 80%), however they will have a responsibility to report to LEAP and USAID with the remaining time (20%). The seconded staff will have a direct-report supervisor with USAID and LEAP, but managers at the host organization oversee
their day-to-day responsibilities. USAID intends to embed an antimicrobial resistance (AMR) subject matter expert (SME) with the National Agency for Public Health (NAPH) to advise and provide technical assistance for multisectoral coordination and collaboration to operationalize and implement Moldova’s National AMR Program (2023-2027), strengthen the AMR/AMU policy framework (including AMR surveillance), and optimize use of antimicrobials in alignment with international and EU standards. The SME should be a public health specialist with experience with AMR . He/she will report for day-to- day assignments within the line management structure of NAPH, while management oversight will be provided by LEAP, the Office of Democracy and Governance Management and/or and the GHS Advisor within USAID/Moldova.
Position Overview:
The AMR Technical Advisor will provide technical assistance, expert guidance and strategic support to the National Agency for Public Health (NAPH) in addressing the growing threat of antimicrobial resistance. The Advisor will collaborate closely with government officials (e.g. Ministry of Health,
Ministry of Agriculture, Ministry of Environment, National Insurance Company, National Agency for Food Security, etc.), healthcare facilities , donors, and other stakeholders to develop and implement effective policies, programs, and interventions with the goal of implementing the priorities outlined in the Moldova AMR National Action Plan (2023 -2027).
Duties, Deliverables, Roles and Responsibilities are outlined below, but subject to change pending the needs of USAID/Moldova and the Government of Moldova.

Salary Range: Starting at MDL $983,147.82 / USD $53,788
Period of Performance: One (1) year, with four (4) one-year option periods renewable depending on performance, NAPH priorities, and the availability of funding. Location for this position Chisinau, Moldova.
Responsibilities
Policy and Coordination:
● Assist in the formulation and revision of national AMR policies and relevant action s.
● Assist in the development of a short fully-costed AMR action plan based on priorities actions accounted in National Action Plan approved through Government Decision. Ensure alignment with international guidelines and EU accession requirements in Chapter 28 such as the WHO Global Action Plan on AMR and the EU One Health Action Plan Against AMR.
● Coordinate across Republic of Moldova Ministries and authorities in operationalizing the multi-sectoral AMR national action plan.
Capacity and Surveillance System Building:
● A review of existing platform for digitalization of AMR surveillance system to the national level.
● Facilitation of elaboration of Informational System/platform for digitalization of AMR surveillance and support in contracting potential developer of the Information System.
● Stewardship programs development for 3 public hospitals,
● Cascade training for Informational System implementation in targeted institutions.
● Training for Stewardship programs for personnel in targeted institutions.
● Support NAPH staff in analyzing and interpreting data to inform decision-making and policy adjustments.
Stakeholder Engagement, Networking, and Partnership Building:
● Facilitate collaboration between the NAPH/Ministry of Health, donors, and other sectors (e.g., agriculture, veterinary, environmental) to promote a One Health approach.
● Engage with civil society and the private sector to raise awareness and foster community involvement in AMR initiatives.
Surveillance and Data Management:
● Ensure of reporting data to international platform in according to their requirement.
Monitoring and Evaluation:
● Develop metrics and indicators aligned to the AMR national action plan benchmarks to assess the effectiveness of AMR strategies and interventions.
● Support the alignment of Moldova data standards and indicators to EU requirements and advise the adjustment of platforms to collect baseline data against these standards.
● Conduct regular evaluations aligned to national action plan priorities and report on progress to stakeholders.
● Supervision visits in minimum 10 hospitals to the MoH recommendation for support in implementation of AMR Surveillance System.
Research and Innovation:
● Promote and support research initiatives related to AMR and its impact on public health.
● Keep abreast of research integrating best practices in AMR surveillance and interventions to mitigate AMR risk in the Moldova context. Assess and share best practices and knowledge.
● Identify and disseminate best practices and innovative solutions for AMR management.
Advocacy and Communication:
● Collaborate with other USAID partners on communication strategies to educate the public and healthcare professionals about AMR.
Expected Deliverables:
- Coordinate interdisciplinary working groups to address AMR challenges and ensure effective responses.
● Advise NAPH in costing/budgeting and implementation of national AMR action plans and track progress towards targets.
● Provide AMR technical expertise, capacity strengthening, and skills transfer to NAPH staff.
● Liaise with international organizations, donors, private sector, and community partner s to secure support and resources for AMR activities.
● Report regularly to the NAPH/Ministry of Health leadership and provide recommendations for policy adjustments based on emerging evidence and trends.
● Coordination with NAPH and MoH the Stewardship programs propose for implementation in targeted hospitals.
● Elaboration of Concept note of Informational Systems for AMR Surveillance System digitalization and sent it to NAPH and MoH for Coordination.
● Final report with final conclusions and recommendation for NAPH and MoH after Support
● Visits in hospitals.
Reporting Responsibilities:
● Monthly progress reports
● Quarterly performance review meetings
● Biweekly meetings with USAID/Moldova staff
Qualifications
- Master’s degree,MD and/or PhD in Public Health, Infectious Diseases, Microbiology, Health Policy, Financing or Economics
● Minimum ten (10) years of experience in Health Policy and Costing, Health Financing, and/or Antimicrobial Resistance
● Proven experience in AMR management, health policy development, and program implementation
● Demonstrated experience advising senior officials within the Ministry of Health and/or National Agency for Public Health, Republic of Moldova
● Strong analytical and communication skills, with the ability to engage diverse stakeholders
● Familiarity with international health frameworks and the One Health approach is preferred
