GIZ - Energy Auditor
The German Development Cooperation (GIZ) is looking for an Energy Efficiency and Renewable Energy Advisor with official qualification (registration) and experience as Energy Auditor of private and/or public buildings to join the Energy Efficiency and Renewable Energy team in Chisinau. The project component is financed jointly by the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union (EU) and Scandinavian countries.
This position is planned to start in February 2025 and last for a 12-month period with the possibility to be extended, based on a successful employment period and extension of the project’s activities in energy auditing and funding energy refurbishment measures.
The Energy Auditor will oversee performing energy audits in Moldova in the context of the project’s activities implemented jointly with the National Centre for Sustainable Energy (CNED). Additionally, the Advisor will be introduced to the typical advisory activities undertaken by GIZ in the context of international cooperation on a high political level. In this context, he/she will receive related trainings and support the team in policy advice, technical analyses, knowledge management and communication linked to the promotion of energy efficiency and renewable energy in the residential and public building sector.
The overall responsibilities covered by this position are as follows:
- Perform energy audits in the residential sector (also public buildings if required), especially in single family and multi-storey apartment houses and for MREEF beneficiaries (https://cned.gov.md/en/feerm) and further target groups of activities of the National Center for Sustainable Energy (CNED) and GIZ.
- Conduct EPCs (Energy Performance Certificates) as a pilot component of energy refurbishment projects in the residential sector; in case an official training/certification for EPCs will be introduced in Moldova in 2025, GIZ will ensure participation of the GIZ Energy Auditor in this process.
- Organize training sessions and workshops for new academics / students, focusing on best practices in energy auditing and EPC.
- Advise and support on/to the project’s partners concerning the implementation of activities and energy refurbishment pilot projects: deliver first-hand knowledge, expertise and ad-hoc advice on energy efficiency (EE) and renewable energy (RE) measures to MREEF beneficiaries and the National Center for Sustainable Energy (CNED); conduct technical analyses and calculations of energy flows and financial cashflows related to energy saving measures; contribute to the development of policy recommendations and capacity building measures; manage the sound implementation of GIZ-commissioned external consultancy services; facilitate workshops and discussions among project implementing partners and beneficiaries (house-/homeowners, CNED, construction companies, etc.); assist in project monitoring and reporting.
- Contribute to knowledge management and exchange: coordination of the exchange of information between external and internal structures; support knowledge transfer and cooperation in the field of EE and RE between different GIZ projects worldwide, implementing partners and international development cooperation institutions in Moldova; contribute to knowledge sharing, communication campaigns and outreach of the project; provide contributions to the presentation of best practices, publications, etc.
- Coordination: assist in the activity planning of the GIZ project and develop policy and capacity building concepts; coordinate relevant project activities at national level in consultation with the GIZ management and in close cooperation with the implementing partners (CNED, etc.); coordinate external consultancy services, including the preparation of Terms of References (ToRs), tender documents, contract negotiations, communication with the GIZ procurement unit, as well as deliverables of the external consultants, quality assurance and internal / external reporting.
The permanent workplace for this position is in Chisinau. Energy audits will be performed in Moldova, but not daily and with an agreed strategy on maintaining a proper work-life-balance. GIZ offers to the Energy Auditor the possibility to widen his/her horizon beyond energy auditing, work under attractive labour conditions (full-time employment with social benefits) and learn how to work as an energy advisor in the context of international cooperation projects.
Required qualifications:
- Master’s Degree in energy engineering, civil engineering, mechanical engineering or a similar discipline.
- Certified and registered in the official Register of Energy Auditors (buildings category).
- At least 3 years professional experience as (full-time) energy auditor of public or private buildings.
- Holder of officially recognized additional degrees or technical short-term training certifications in energy auditing and/or technical design of energy renovation measures, heating systems, RE, etc.
- Recognized expertise and work experience in energy auditing, energy efficiency planning, calculation and simulation tools, etc.
- Good understanding of the Moldovan governance structures, especially related to the energy sector.
- Language skills: native Romanian and excellent English (both spoken and written); knowledge of Russian is an asset.
- Strong work ethics and sense of responsibility.
- Diplomatic and context-sensitive facilitation skills and skills for arbitration in case of dissent among stakeholders.
- Ability to transmit knowledge in a user-oriented way.
- Organizational and task / activity management skills.
- Good communication skills and commitment to teamwork.
- Ability to provide substantive, clear and concise contributions to knowledge products.
- Excellent knowledge of ICT technologies and computer applications (e.g. MS Office).
- Willingness to upskill (learn) as required by the tasks to be performed within the project.
- Ability to organize, to work independently and to meet deadlines.
- Willingness to travel locally
- Moldovan citizenship or holding permanent resident status in Moldova
