Tender no. 83486283 for Provision of services for content strategy and video production
The German Development Cooperation through GIZ seeks a service provider to develop a process framework for crisis communication and response to disinformation that would effectively raise awareness among public about the threats posed by false information and disinformation campaigns. The services within the assignment will be provided between May 2025 and December 2025.
The selected company will conduct all the activities per the provisions of the Terms of Reference (ToR).

The company’s team members should meet the following criteria and qualifications:
- Advanced degree in journalism, media studies, communication, social sciences or a related field.
- Minimum of 5 years of professional experience in communication.
- 3 years in strategic communication and development/execution political communication campaigns.
- 2 years of management/leadership experience as project team leader or manager in a company.
- 2 years of experience in development cooperation projects to ensure the successful planning, execution, and monitoring of the campaign.
- Proven ability to critically analyse information sources, identify information and communication patterns, and provide accurate reporting.
The service provider shall demonstrate human and technical resources for successfully delivering the assignment (at least three persons):
- Degree (Master) in Graphic design, multimedia studies, film or video production, or related discipline
- C1-Level language proficiency in English, Romanian, Russian
- Proven proficiency in video editing software: strong command of popular video editing software such as Adobe Premiere Pro, Final Cut Pro, or DaVinci Resolve
- Possess creative and artistic skills with a good understanding of visual storytelling
- Should be able to enhance the overall quality of the video through colour correction, audio editing, transitions, and other visual effects
- Strong technical knowledge, understanding of video formats, codecs, resolutions, and aspect ratios.
- Should be able to handle different file types and optimize videos for various platforms and devices.
- At least 2 years of experience in writing creative and engaging scripts for a variety of video content and format.
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope ):
- Brief outline of team composition and up to 3 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope;
- Campaign concept, including a brief statement of understanding the assignment’s expectations, methodology, confirmation of resources for the fulfillment of the assignment, (up to 4 pages);
- Provide a list of references for similar work performed in the past five years;
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
2. Financial Proposal, containing (in a separate envelope):
- Financial offer shall include a breakdown of the amounts for the deliverables required in the ToR and the total budget expressed in MDL, VAT 0%.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83486283, not later than April 18, 2025, 15:00 Chisinau local time.
Please note that applications received after the deadline and incomplete applications will not be considered. Financial offers containing other currencies than Moldovan Lei will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
