Assignment Title: Consulting services to develop and implement Digital Competencies’ assessment for 9th and 12th - grade graduates
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) is to support the National Agency for Curriculum and Evaluation (NACE) in organizing and conducting DC assessments for 9th and 12th-grade graduates, in line with the methodology developed by NACE. The assessment will target approximately 1,000 students (app 500 9th graduates and 500 12th graduates) who have voluntarily expressed their willingness to participate, with the goal of evaluating their DC levels and providing strategic recommendations for their development.
The duration of consultancy is four months and is expected to begin in March 2025.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
