Tender no. 83484831 for contracting a company to provide travel and logistic services for the organization of international study tours
The German Development Cooperation (GIZ) is seeking to contract a company to support the organization and implementation of study tours and experience exchange measures with EU Member States and accession candidate countries under the project's 'Experience' intervention area. The services within the assignment will be provided in the period between April – December 2025.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to private companies resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.
Specific requirements towards the bidders:
- 5 years of experience in international tourism/travel area and/or complex event management;
- Availability of a backstopping team of at least 3 employees, shortly describing their profiles and responsibilities within the contract;
- Ability to provide the requested personnel with the necessary skills and experience;
- Experience in researching options and procuring services for all travel and logistic aspects related to the study visit/event in the EU member states and other candidate countries;
- Proven experience and track record of successful organization and delivery of complex, large teams travel packages;
- Proof of registration as a personal data processing entity according to national legislation;
- Experience working with international development partners would be an asset.
The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- Company profile including its general information, background, expertise, services offered, key clients, certifications, team, operational capacity, and relevant industry experience from the last 5 years;
- CV of the Logistic Manager according to described requirements;
- Brief information on previous performance, describing recent contracts of similar scope;
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection
2. Financial Proposal, containing (in a separate document):
- Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0.
All personal data are for the internal use of GIZ, confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83484831, not later than March 25, 2025, 15:00 Chisinau local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
