Tender no. 83484824 for Provision of services for Communication Strategy and Campaign for the Moldovan Bureau for Diaspora Relations
The German Development Cooperation through GIZ is looking for a company to develop and implement a communication campaign supporting the Moldovan Bureau for Diaspora Relations for the Info Trust Alliance Moldova project. The services within the assignment will be provided between April 2025 and January 2026.
The selected company will conduct all the activities per the provisions of the Terms of Reference (ToR).

The company’s team members should meet the following criteria and qualifications:
- Degree (Master) in Journalism, Strategic Communications, or related discipline
- C1-Level language proficiency in English, Romanian, Russian
- 15 years of professional experience in communication or journalism
- 5 years in public relations and strategic communications with proven track record in storytelling and content creation
- 10 years of management/leadership experience as project team leader or manager in a company
- 5 years of experience in projects in CEE (region)
- 3 years of experience in DC projects
- 1 year of experience in communication with the diaspora community and their communication preferences
- Ability to meet (tight) deadlines and work under high pressure
- Proven report writing skills.
The service provider shall demonstrate human and technical resources for successfully delivering the assignment (at least four persons):
- 3 experts with a university degree in Digital Marketing, Communications, Graphic Design, Journalism, or other related field
- 3 experts with C1-Level language proficiency in English, Romanian, Russian languages
- 3 experts with 10 years of professional experience in the communication or marketing sector
- Specific professional experience (2.6.4): one expert with 10 years of professional experience in Multimedia Production, one expert with 10 years of professional experience in copywriting, one expert with 5 years of professional experience in digital marketing and SEO
- 1 expert with 5 years of experience in North America, one expert with 5 years of experience in the EU
- 1 expert with 1 year of experience in DC
- 1 expert with 2 years of experience with Moldovan State Institutions
- Availability to mobilise specific support staff quickly to execute the activities indicated;
- Proven previous working and analytical experience in designing communication plans for public institutions and/or civil society organisations;
- Proven experience in working with diaspora Communities.
- Familiar with the Government. Program of the Republic of Moldova and priorities therein;
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope ):
- Brief outline of team composition and up to 4 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope;
- Campaign concept, including a brief statement of understanding the assignment’s expectations, methodology, confirmation of resources for the fulfillment of the assignment, (up to 4 pages);
- Provide a list of references for similar work performed in the past five years;
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection.
2. Financial Proposal, containing (in a separate envelope):
- Financial offer shall include a breakdown of gross amounts for the deliverables required under point 3 of the ToR and the total gross budget expressed in MDL, VAT 0%.
All personal data is for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline and incomplete applications will not be considered. Financial offers containing other currencies than Moldovan Lei will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
