Human Recourses and Administrative Specialist / Alternate Cashier LOCATION: Based in Chişinău, Moldova CLASSIFICATION: Full-time contracted position. COMPENSATION: Starting salary - $17,894 (PSC-8) CLOSING DATE: COB Sunday, October 15, 2023 The Human Resource and Admin Specialist / Alternate Cashier is a Personal Service Contractor (PSC) position. The PSC, working under the supervision of the Director of Management and Operations (DMO), is responsible for facilitating the advertisement, evaluation, orientation, labor relations, and equal opportunities of PSCs throughout their contractual period. The PSC is responsible for facilitating the process of obtaining legal residency documents for volunteers and staff. Performs duties of Purchase Card and Travel Card Holder and Receiving Officer. This person also serves as the Alternate Cashier when the Principal Cashier is not available. Major Duties and Responsibilities: Human Recourses (HR) Management · Researches and provides advice to Post leadership on matters of Human Resources. · Deals with staff requests regarding human resource issues, rules, and regulations. · Identifies and corrects procedural gaps, maintains, distributes, and tracks changes to the Staff Handbook. · Coordinates human resource management for personal services contractors, including advertising, applicant, and interview processes, for both permanent and short-term staff, including orientation. · Works closely with the Overseas Contracting Officers (OCOs) and Supervisors to ensure the Performance reviews are conducted according to the schedule, providing advance notice and any follow-up reminders as necessary. · Maintain the Performance Evaluation templates and ensure they are up to date; maintain the schedule of all staff performance management tasks and documents per Peace Corps policy. · Serve as team lead for staff professional development and training opportunities; Assists with training registration; Tracks supporting documents and approval status for professional development course/trainings etc. · Participates in human resource related projects (meetings, trainings, surveys, etc.). · Trains new US Direct Hires (USDHs) and other relevant staff on human resources and administrative processes at Post. Recruitment Support · Coordinates post PSC selection efforts, under the leadership of an OCO. · Assists the Supervisor in creating the job announcement based on the final SOW. · Posts PSC opportunity announcements and organizes resumes and job applications. · Completes initial screening for minimally qualified candidates. Coordinates communication with candidates and schedules interviews. · Collect and organize all interview documentation from the hiring panel; Deliver to OCO. May assist the OCO in drafting the selection memo. · Ensure references are provided by applicants and submitted to the OCO. · Coordinates onboarding and offboarding checklists with supervisors. · Orients new staff to the organization, In collaboration with other units, arranges staff Orientation schedule for newly engaged PSCs. · Arrange schedule for staff exit interview. Staff Relations · Serves as a liaison for PSCs regarding internal disputes and conflicts, engaging with PSCs and their supervisors, working with supervisors on coaching opportunities, and recommending effective conflict resolution. · Serves as an anti-bullying advocate at post, recommending proactive measures to prevent bullying, and working with supervisors, OCOs, and leadership on active bullying incidents. · Works closely with supervisors on staff investigations, ensuring timely follow-up on all matters, accurate reporting, and quality documentation. · Works closely with the Occupational Safety and Health (OSH) Committee in advocating for Safety in the workplace; Reports all safety complaints immediately to the OSH Committee and General Services Manager (GSM). · Refers all performance management discussions to the OCOs at post; Ensures supervisors are adequately informed of performance management best practices and responsibilities. · Serves as a champion for equity among staff, promoting local values, quality communication, and enhancing comradery within the office.
Administrative Support Facilitates the process for obtaining, renewing, or modifying the Accreditation and Residency Documents for PC Volunteers (PCVs) and US Direct Hire Staff with the Ministry of Foreign Affairs. Alternate Cashier Performing limited cash disbursements as directed by the Director of Management and Operations, proper disbursing and collecting of funds, proper accounting for funds advanced, safeguarding funds advanced, and accepting personal responsibility and financial liability for funds after successful completion of the requisite training for performing cashier duties.
Purchase Card and Travel Card Holder Authorized holder of a purchase card and travel card after successful completion of the requisite purchase card and travel card training. Purchase authorized items & travel using authorized sources. Maintain accurate and complete records of all Purchase and Travel Card transactions. Reallocates payments on time. Resolves potential disputes with merchants.
Receiving Officer Accurate review of goods or services, their accompanying invoices, and the purchase order/contract to ensure that the specifications, quality, amounts, price, timeliness, etc. of the goods are consistent with the terms and conditions of the contract/purchase order after successful completion of the requisite training to perform receiving duties.
Performs other duties or assignments, when deemed necessary by the Country Director and/or DMO, for the successful implementation of Peace Corps program(s) and/or operations in Moldova.
Qualifications, skills and abilities: · University Degree in Human Resources, Business Administration, Accounting, Finance, or related area. · Prior Work Experience: Minimum two years of human resources or administrative office management experience, which should include handling funds. · Language Proficiency: English – Level 3, Romanian and Russian Level 4. · Job Knowledge: General Knowledge about the goals and philosophy of PC. General knowledge of current Moldovan law relative to US citizens living and working in Moldova. · Computer knowledge in Word, Excel, Outlook. · Accounting and cash handling skills. · Learning skills, cultural sensitiveness, flexibility, responsibility, and honesty, teamwork, and problem-solving skills, emotional maturity. · Ability to pass a background check and maintain a security clearance.
