Organizational Context: Solidarity Fund PL in Moldova is the Chisinau Branch of Fundacja Solidarności Międzynarodowej, Warsaw, a state foundation, managed and co-financed by the Ministry of Foreign Affairs of the Republic of Poland, created to contribute to the development of the neighboring countries.
In 2023, Solidarity Fund PL successfully completed the process of obtaining the EU "Pillar Assessment" certification, joining the group of entities with greater capacities to access European funds.

Project Context: EU4 Moldova Resilience - Secure States, Resilient Communities (EU4MR), a 1.5-year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union's support to for the Republic of Moldova in the context of the country’s intensified integration process into the EU and the decreasing geopolitical security in the region, exacerbated by Russia's aggression against Ukraine. The general objective and expected outcome of the EU4MR project is to increase the Republic of Moldova's resilience to emergencies and potential security threats. To this end, the capacities of state institutions will be strengthened to detect and counter potential emergencies and security threats. Additionally, the resilience of local communities will be enhanced by fostering local development opportunities that maintain social cohesion and increase confidence in the European path of the Republic of Moldova as a perspective for modernization and development of the country.
The expected results of the project implementation are:
Result 1: State institutions have enhanced their capacity to protect critical infrastructure, identify, detect, and counter threats, and inform the population about threats.
Result 2: The resilience of society to security threats is improved through various local opportunities and initiatives that maintain and promote social cohesion, thereby increasing confidence in the European integration process.
Together, these results will contribute to increasing the resilience of the Republic of Moldova to security threats.

Description of the procurement:
The procurement involves acquiring a new multifunctional truck equipped with a hydraulic manipulator and Hooklift. The truck is designed to support emergency response, disaster relief, and humanitarian assistance missions. It features a robust engine, advanced transmission, heavy-duty suspension, and ergonomic cabin, ensuring it meets the operational needs of General Inspectorate for Emergency Situations (GIES) of the Ministry of Internal Affairs of the Republic of Moldova. The truck must comply with EU safety and environmental standards and be delivered within a specified timeframe, with comprehensive training and warranty support included.
Scope of Work:
- Supply, delivery, and commissioning of one multifunctional truck with:
- Hydraulic hook-loading/unloading system for loading specialized containers. The truck will be used for transporting materials, equipment, and possibly personnel, as well as for debris removal and other humanitarian assistance activities;
- Dump bed for versatile operations in emergency response and crisis situations;
- Advanced transmission and heavy-duty suspension designed for tough terrain and extreme weather conditions;
- Compliance with EU safety and environmental standards.
- Post-Delivery Services:
- Comprehensive training for GIES personnel on truck operation and maintenance;
- Service Level Agreement (SLA) for maintenance and repairs, including 24/7 emergency support;
- Warranty for at least 24 months with post-warranty support options.

Requirements for bidders:
Within the purchase call may apply legal entities who own:
- Submission of a valid certificate of registration or extract for the legal entity in line with the activities outlined in the ToR;
- Experience on delivering vehicles according to the DAP Incoterms 2020 conditions at minim 5 import-export operations;
- Demonstrated operational history of a minimum of 5 years;
- Collaboration with at least 3 specialized rescue and crisis intervention institutions:
- Offer a minimum 2-year warranty on the product.
Ineligible bidders:
- have not fulfilled their obligations in the previous contractual relations with Solidarity Fund PL in Moldova;
- have active collaboration relations with Solidarity Fund PL in Moldova and/or ongoing contract for the same or similar type of service;
- subjects, who are on the EU and Polish government sanctions lists.
Estimated order and execution time:
The delivery period for the truck must be no longer than 6 months from the date of contract signing according to the DAP Incoterms 200 conditions.
The application file will contain the following documents:
- Certificate of Registration/Extract for the Legal Entity;
- Activity portfolio with:
- Demonstrated operational history of a minimum 5 years;
- Collaboration with at least 3 specialized rescue and crisis intervention institutions;
- Demonstrated operational history of at least 5 import-export operations conducted under DAP Incoterms 2020 conditions.
- Price offer, in EUR, personalized and which will include:
- the offer, indicating the amount without VAT and mentioning whether or not he is a VAT payer,
- contact details (company, e-mail address, contact details, telephone number),
- extract from the state register with a term of no more than 6 months from the date of its issue,
- certificate regarding the absence of debts to the national budget on the date of submission of the application file.
- Tax residency certificate[1] for non-resident legal entities (in electronic form), issued by the competent authority of their country of residence.
* The dossier is considered incomplete if it does not include the documents specified in points 1 – 5.
Due Diligence Procedure:
The applications are subject to verification to ensure the accuracy and compliance of the information provided by the bidder with public data and to identify their presence or absence on the mentioned sanction lists. The due diligence procedure is carried out in accordance with the internal rules of Solidarity Fund PL in Moldova.
Evaluation procedure:
The evaluation procedure takes place in two stages:
- Formal evaluation of the file:
- The file is submitted within the deadline;
- The file contains all the required documents.
In case if one these requirement are not completed, the dossier will not pass the formal evaluation, being excluded from the content evaluation procedure.
- Content evaluation according to the evaluation criteria reflected in the Evaluation Form that can be accessed here. The application files are individually evaluated by the members of the evaluation committee, after which the individual results are consolidated, and the average score obtained for each application file is determined.
After evaluating the application files, the evaluation committee may decide to negotiate the proposed price offer, conduct the interview phase with the bidder(s) pre-selected at the previous stage in order to identify the most suitable bidder for the provision of the service. At the interview stage, the evaluation committee may request relevant additional documents if deemed necessary.
After completing the selection stages, all bidders will be informed about the results of the call for tenders.
Exclusion of bidders from the procurement process:
- Bidders are excluded from the procurement procedure if a final court decision or administrative act has been rendered against the natural person, entity or person representing him/her, has control/decision-making power, or against any member of the executive, management/supervisory bodies for any of the following reasons:
- bankruptcy, insolvency or liquidation proceedings;
- violation of obligations regarding the payment of taxes or social security contributions;
- committing serious professional misconduct, including false statements;
- fraud;
- corruption;
- an action associated with a criminal organisation;
- money laundering and terrorist financing;
- terrorist offence or offences related to terrorist activities;
- child labour or any other crime related to human trafficking;
- establishment and fulfillment of the function of a front company;
- setting up a roofing company;
- using or participating in discrimination or harassment, including sexual harassment. The exclusion can also occur if there is no final court decision or administrative act in question and has been proven by means available to Solidarity Fund PL in Moldova or development partners.
- The bidder is excluded from the procurement procedure if according to the legislation of the Republic of Moldova, the Republic of Poland, the European Union, international, or the country of the donor, restrictions are applied regarding the entity or person representing it, holding control/decision-making power, or against any member of the executive, management/supervisory bodies.
- The bidder is excluded from the procurement procedure if the application file is incomplete or sent after the deadline.
- Solidarity Fund PL in Moldova reserves the right not to limit itself to the exclusion criteria from the procurement procedure, mentioned above.
