Tender no. 83483949 for contracting services to organize the first edition of the Advanced School on Neurosciences in Moldova, involving leading researchers and clinicians from diaspora
The German Development Cooperation through GIZ is seeking to contract a provider that will offer services of organizing the first edition of the Advanced School on Neurosciences in Moldova, involving leading researchers and clinicians from diaspora, within the Policy Advisory Fund project. The services within the assignment will be provided in the period between March – June 2025.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to service providers resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.
Specific requirements towards the bidders:
- Legally registered professional association in Moldova, actively operating in the fields of neurology, neurosciences, or medical education;
- Proven experience in organizing professional training programs, medical conferences, workshops, or educational events in the health sector.
- Previous collaboration with national and international medical experts, universities, or research institutions is an advantage.
- Experience in working with diaspora professionals or engaging international experts is highly desirable.
- Ability to co-finance or mobilize additional resources (if necessary) is an advantage.
- The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs and the range of tasks involved.
The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- Brief outline of team composition and CVs of proposed staff to be involved in the project’s activities according to described requirements;
- A concept describing in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables, detailing: understanding of the assignment, proposed methodology for organizing the event, stakeholder engagement plan (diaspora experts, local participants), promotional and sustainability strategies.
- Provisional list of the trainers from diaspora.
- Copy of the offeror’s registration certificate in the Republic of Moldova;
- Copy of the latest financial report.
2. Financial Proposal, containing (in a separate document):
- Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR (including travel costs), as well as the total budget expressed in MDL, VAT 0.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83483949, not later than March 13, 2025, 15:00 Chisinau local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
