Tender no. 83485931 for provision of advisory services in PR and Crisis Communication for the Ministry of Energy of the Republic of Moldova
The German Development Cooperation through GIZ is seeking to contract an expert to provide of advisory services in PR and Crisis Communication for the Ministry of Energy of the Republic of Moldova. The services within the assignment will be provided in the period between April and September 2025 and will align with the goals of the Energy Efficiency and Renewable Energies for Moldova(E4M) project.
The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- detailed CV with a maximum of 4 pages,
- first proposal of a time plan lining out how the consultant intends to deliver the services and products along the given rough schedule.
- Financial Proposal, containing (in a separate document):
- gross daily rate in MDL and a total amount per 60 workdays of assignment.
- total budget in MDL.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83485931, not later than 10.04. 2025, 15:00 Chisinau local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
