The German Development Cooperation through GIZ is looking for a service provider able to support the sustainable development of the private sector with focus on dual Vocational Education and Training (dVET), within its “Strong Businesses and Communities for Moldova” project.

The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to increase the number of national and foreign enterprises involved in the training of specialists through dVET programs to ensure a sustainable socio-economic development.

To achieve the assignment objective, the selected service provider shall perform the following tasks:

• Develop and approve the working plan with the SBC team.
• Develop a questionnaire and share it with dVET partners to identify needs in skilled workforce for the next 3 years.
• Organize trainings for representatives of partner companies in dVET with focus on aligning the private sector to Green economy and Sustainability.
• Organize trainings with focus on integration of digital tools in the company's training and operational processes.
• Organize two workshops with dVET partners to collect proposals about changes required by private sector in the dVET legal framework.
• Organize up to 12 informational events nationwide for national and foreign enterprises about dVET system.
• Prepare and present the final report.

The tender is open to private companies, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.

The technical offer will include also:

• Registration certificate.
• Experience/profile of the company.
• Proposed methodology.
• CV of expert team according to ToR requirements.

• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
