Adviser on Private Sector and Visibility (VET)

The German Development Cooperation through GIZ is looking for an Adviser on Private Sector and Visibility within its “Support to Vocational Education in the Field of Green Economy” Project.

The overall responsibilities provided for this position are as follows:

  • providing advisory to a broad range of stakeholders from the business sector;
  • developing the capacity of stakeholders in order to fulfil their mandate within dual VET;
  • developing instruments for raising the overall profile and visibility of dual VET in Moldova;
  • identifying new economic sectors with high potential for modernization of required trades according to green economy aspects;
  • providing advisory to implementation partners in designing and carrying out communication and awareness raising campaigns to promote dual VET with private businesses and young people;
  • providing support to economic operators throughout the process of initiating dual VET programmes, starting from needs identification, conclusion of cooperation agreements with the partner education institution and ensuring compliance with accreditation standards, in order to become a provider of apprenticeship.

Required qualifications:

  • Bachelor and/or Master Degree in one of the following subjects: Education, Economics, Human Resources Development, Business Administration, or a related area;
  • at least 5 years of professional working experience, ideally in business development and international cooperation, with a focus on the private sector;
  • experience within and deep understanding of the dual VET system both in Germany and Moldova would be an asset;
  • previous expertise in interacting with social partners in RM, especially business associations, Chambers, as well as a good knowledge of their role within well-established dual VET systems;
  • previous experience in elaborating and managing visibility campaigns;
  • proven experience in coordinating capacity development programmes for VET specialists within a dual context, including training of managers and in-company trainers;
  • ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds;
  • excellent communication skills;
  • very good written and oral knowledge of English, German and Romanian;
  • the candidate should possess problem-solving skills, ability to negotiate, be a strong team player;
  • Moldovan citizenship or holding permanent resident status in Moldova.
