The German Development Cooperation through GIZ is looking for a Junior Policy Advisor within its project “Economic Policy Advice to the Moldovan Government “.

The Junior Policy Advisor will work in strong collaboration with other project advisors to take up policy proposals from government structures, businesses, business associations, and consultants, to analyse and assess them and on this basis to prepare advise for the Government structures. The objective is always to organize support for reforms that lead to job generation, increased tax revenues and higher welfare for the citizens.

The Junior Policy Advisor will fulfil responsibilities related to national activities of the project „Strengthened administrative capacity for improved coordination with the European Union (EU) in the implementation of economic integration” (EPRFPAR), in which Moldova is a partner.

The following responsibilities are included in the assignment:

  • Support the policy advisors in providing briefing notes and advice on incoming economic policy proposals;
  • Support in drafting, coordinating with relevant authorities’ policies to improve the business environment, Moldova’s competitiveness and investment attraction capacity (legislation on taxation, customs, labour, state controls, entrepreneurship, foreign investments etc.);
  • Support policy advisors in communication with foreign investors, business associations and other stakeholders on issues faced by investors and propose solutions for overcoming disputes between companies and public authorities;
  • Answering to and facilitating queries from potential investors;
  • Ensuring regular feed-in of work results into the project monitoring system;
  • Daily support of activities related to the EPRFPAR project;
  • Ensuring efficient communication with established national partners, other donors and stakeholders regarding activities within the above-mentioned EPRFPAR project;
  • Support in drafting info-letters and briefing notes necessary for EPRFPAR project realization;
  • The Junior Policy Advisor performs other duties and tasks, which may emerge during the project implementation.

Required qualifications:

  • Bachelor and/or Master Degree in Business Administration, International Economics or a related topic;
  • At least 1 year of professional experience in a comparable and relevant position (in a consulting company, or public institution, international development organization or business association);
  • Demonstrated competence in written economic analyses, reporting;
  • Developed personal network within relevant government and business structures represents a significant asset;
  • Clear understanding of national economic priorities and ability to translate them into investment opportunities;
  • Fluency in Romanian and English is a must; knowledge of German, French, Russian, Italian or Spanish would be an asset;
  • Computer proficiency and strong IT skills.

Applicants have to be citizens of the Republic of Moldova, residing inside the country for a period of over 6 months before the date of application.

The finalist will be offered a fixed-term employment contract based on a 40-hour weekly work programme and concluded in line with the national labor legislation.
