Donau Soja with funding from EU/Austrian Development Agency for its Representative office in Moldova is seeking for a Project Coordinator/Quality Management and Certification

Donau Soja is an independent, international, non-profit, multi-stakeholder organization aiming to effectively meet protein market demand and to provide a baseline for the development of high quality soy cultivation in the Danube region (

In March 2018, Donau Soja started the implementation of EU/Austrian Development Cooperation (ADC) funded Project: “Increasing the competitiveness of the agri-food sector through integration to domestic and global value chains in particular in the soya sector”, with a period of 3 years (2018-2021).

The project will be implemented in consortium with the Moldovan NGO Pro Didactica, and will aim at building competitive, modern and sustainable Moldovan agri-food value chains with a focus on the following four components:

  • Enhancing capacities for innovation and education in agriculturein Moldova
  • Increasing access to marketand on the demand for certified and organic agri-food products on national and foreign markets.
  • Use of standards and certificationto raise the performance of value chains
  • Promoting an enabling environment for ensuring quality standards in the agri-food sector(including organic agriculture and products) and alignment of Moldova’s legal framework and policy documents to EU quality standards

For further development and implementation of the above-mentioned Project, Donau Soja Organization has opened a Representative Office in the Republic of Moldova of VEREIN DONAU SOJA Association from Austria (DS Representative office in Moldova).

Currently, the RS Representative Office in Moldova is looking for a Project Coordinator for the Quality Management and Certification Components of the project.

The incumbent will have the following roles and responsibilities:

-  integration of Moldovan-grown soybeans into the domestic and global value chains, being in charge for the implementation of component 3 (Use of standards and certification to raise the performance of value chains) and component 4 (Promoting an enabling environment for ensuring quality standards in the agri-food sector).

-  he/she, will build up and perform the quality management and system control of the Donau Soja Standards in Moldova together with the quality management in Vienna, and work on improvement of framework conditions including, but not limited to:

  • General organization and implementation of activities related to quality management:
  • Support for preparation of guidelines and manuals on Donau Soja, Europe Soja and non-GM Danube Region Standard together with QM Department at HQ in Vienna;
  • Organize the translation of non-GMO Donau Soja standards and documents;
  • Support in development and dissemination of checklists for certification bodies;
  • Support in development and dissemination of practical manual(s) for users in the value chain;
  • Organization of Trainings courses and workshops for the different stakeholders (certification bodies, companies, labs);
  • Training of partners and all stakeholders in the introduction and implementation of Donau Soja quality standard;
  • Monitoring the implementation, support and work with companies in Donau Soja certification system together with QM Team from Vienna;
  • Collaboration and support to certification bodies of Donau Soja together with QM Team from Vienna;
  • Support and independent performance and monitoring of operational audits of Donau Soja members and participating companies;
  • Support to organization of pilot certification;
  • Support to sampling for analysis of soybeans for GMOs, pesticides etc.;
  • Cooperation with competent authorities for standard implementation (such as responsible Ministries, inspections, agencies and laboratories);
  • Promoting and presenting Donau Soja / Non-GMO standards to interested parties (food industry, such as producers and processors of meat, milk and eggs, retail chains, feed producers, agriculture producers (silos and collectors);
  • Tasks related to improvement of framework conditions for soy-based value chains:
  • Support to assessment of the regulatory situation concerning biosafety in Moldova;
  • Support to capacity development regarding biosafety including implementation of Non-GMO Danube Region Standards and labeling, preparation for International Council for NON GMO Danube Region Standard Documents, training for Moldovan authorities in Non-GM labeling issues together with technical experts;
  • Provision of policy support to the MARDE with the preparation of policy documents (National Action Plan for Soy) together with technical experts;
  • Coordinate with MARDE, and other relevant government and public and private sector organizations to identify and address regulatory obstacles to development of the soy value chain;
  • Organization of workshops, round tables, conferences, and public events, discussions and hearings;
  • Ensure participation of decision makers in important international events;
  • General Tasks:
  • Establishing cooperation with potential beneficiaries of Donau Soja standards in the region;
  • Establishing and maintaining business cooperation with representatives of the companies in the value chain;
  • Public presentations of Donau Soja / Non-GMO standards on conferences, professional gatherings, seminars, trainings etc.;
  • Searching and involving new users and partners in the chain of certification according to Donau Soja standards;
  • Coordination of the activities with the team from HQ Austria and regional offices;
  • Participation in the development, planning and implementation of relevant project activities of Donau Soja association representative office in Moldova;
  • Participating in the preparation and conducting of working meetings and, on-line conferences related to project activities;
  • Performing other tasks related to the project implementation within the activities of the DS representative office;
  • Actively contribute to monitoring and reporting procedures. Her/his work will apply all rules defined in the terms and conditions of the Project TORs
  • Managing agreements and procurement files in line with internal rules and Grant Agreement(s);
  • Work in cooperation with (and under general guidance of) Donau Soja Quality Manager, Donau Soja Head of Standard Development, DS Chairmen/General Manager and outsourced technical experts/service providers.

He/She will report direclty to the Project Director.

As person directly in contact with many project stakeholders, the project coordinator must demonstrate gender, diversity and environmental competence in order to be able to promote Donau Soya values.

Required Qualifications

  • Studies of Agricultural or Food Sciences (with a focus on quality management and control activities),
  • Basic knowledge in the implementation of quality management systems,
  • Basic knowledge and experience in the agricultural industry,
  • Ability to understand complex workflows and processes,
  • Willingness to work independently,
  • Setting and implementation of control concepts,
  • Experience in control sectors is an advantage,
  • Experience in performing operational audits is an advantage
  • A high level of motivation, communication and teamwork,
  • Self-confidence (regarding lectures) and manners on an international level,
  • Organizational skills, stress resistance, accuracy, commitment and good appearance,
  • Willingness to travel and flexibility,
  • Professional experience in agriculture certification systems,
  • Experience in managing certification process for agricultural projects,
  • Good knowledge of Moldova agricultural sector, quality and certification regulatory framework,
  • Basic technical understanding with great interest in the implementation of (new) IT solutions and very good knowledge of MS Office,
  • Good knowledge of English and Romanian spoken and written, German is an advantage,
  • Initiative, diplomacy, ability to maintain good working relationship in a multicultural team,
  • Direct reporting to the Project Team Leader,
  • Driving License.

The position is full-time and is based in Chisinau and shall start from September, 2018.
