World Vision International is a Christian relief, development and advocacy organization dedicated to working with children, families and their communities worldwide to reach their full potential by tackling the causes of poverty and injustice. World Vision - Moldova Office is looking for a highly qualified and motivated person for the position of Liaison Coordinator – Moldova.

JOB PURPOSE

The role of the Liaison Coordination is to coordinate a smooth relationship with Bureau of Immigration, Ministry of interior, Ministry of Labor and Ministry of Foreign Affairs including the transparent and timely processing of documents as a major part of the administrative support of World Vision Moldova.
The position is also responsible for coordinating, standardizing, and implementing the policy and procedures for management /controlling of international travel arrangements for international and local staff, supporting the WV team to get Visa, permanent residency and hotel booking, supporting the office in document translation.

MAJOR RESPONSIBILITES

Visa:

  • Responsible of Visas Process and provide regular update to international staff (validity and ensures timely
    renewal).
  • Responsible: Processing requests for internationals staff to obtain foreign visas for travel.
  • Responsible to issue invitation letters when needed to facilitate entry visas for incoming new staff or seconded.

Work Permit/Temporary Visa:

  • Organize all paperwork related to Work Permits and Residence Visas.
  • Support staff to apply to their temporary residency/work permit.
  • Manage regular communication with relevant staff.
  • Support in translation.

 Hospitality:

  • Adhere to WV hospitality policies and procedures to coordinate and manage the flight booking for staff (international and national).
  • Coordinate and ensure timely arrangement with Administration Department in hotel bookings for staff or visitors traveling on official business in a timely and cost-effective manner.
  • Deliver general guidance notes to visitors in coordination with WV management.
  • Participate in the preparation and management of Administration Unit budgets and ensure that administrative (running and operational costs) are well structured and included in core budgets.
  • Maintain an accurate visitor list including arrival and departure dates for each location.

Local Alliances and Networks:

  • Monitor, coordinate, and communicate the strategic objectives of the business.
  • Maintain thorough knowledge of the business, as well as an understanding of how that impacts the other entities of contact.
  • Work with other staff members to develop a greater understanding of the business and any issues that arise.
  • Act as a positive representation of the business to the community
  • Develop and foster relationships with the community, stakeholders, and other entities.
  • Collaborate and communicate successfully with other entities outside of the business.
  • Collect, analyse, and utilize data and feedback to identify opportunities to improve the relationship between the business and the other entity.
  • Ensure WV Moldova engagement with key government relations, strategic forums and networks with different INGO’s, governmental and private institutions to gain information and receive advice and updates on the current related issues, visas and permit process within the county.
  • Liaise and Coordinate meetings for WVI and other stakeholders and establish liaison with Embassies and Government institutions.

Reporting and Problem solving:

  • Provide regular and weekly updates to the relevant stakeholders about news/changes on local low policies.
  • Provide management on a monthly basis with international staff list and their status in the country using shared folder.
  • Compile reports about particular incidents, events, or updates about an important issue for the business.
  • Proactively solve conflicts and address issues that could occur between the business and the other entity.
  • Promptly respond to incidents and other events as necessary using knowledge gained & networks connection.

Other:

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV UCR Humanitarian and Emergency Affairs plan under the context of Administration department.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least four years of experience in administration/logistics senior positions, preferably within local authorities or an International NGO
  • Substantial knowledge of country legislative framework at all levels.
  • Ability to form and maintain solid relationships with wide range of different stakeholders, partners, co-workers.
  • English, Romanian.

Required Education, training, license, registration, and certification

  • University degree.
  • Administration/logistics training.

Preferred Knowledge and Qualifications

  • Good interpersonal, organizational and time management skills. Able to manage multiple tasks and meet deadlines.
  • Ability to maintain performance expectations in a continues changing environments.
  • Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
  • Ability to solve complex problems and to exercise independent judgment.

Travel and/or Work Environment Requirement

  • The position requires ability and willingness to travel to the field locations up to 30% of the time.
  • On call: During normal working hours unless there is an emergency.
