  1. The Government of Republic of Moldova has received financing from the World Bank toward the cost of the Education Quality Improvement Project and intends to apply part of the proceeds toward payments under the contract for Procurement of ICT Equipment.

2.      The Ministry of Education and Research of the Republic of Moldova now invites sealed Bids from eligible Bidders for Procurement of IT Equipment for schools and early education institutions.

3.       Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers – Procurement in IPF of Goods, Works, Non-Consulting and Consulting Services, November 2020 (hereinafter referred to as “Procurement Regulations”), and with the latest Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits, and is open to all eligible Bidders as defined in the Procurement Regulations that meet the minimum qualification criteria:

  • Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2021, 2022 and 2023) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. The minimum average annual turnover of the bidder shall be in the amount of an average of 150% of its bid value in the last three (3) years.

For a joint venture, this requirement shall be met by each member.

The Bidder should provide audited financial statements and balance sheets for the last three (3) complete financial years demonstrating the soundness of the Bidder’s financial position and demonstrating that it has the financial resources necessary to handle the requirements of the proposed Contract.   

  • Specific Experience: The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
  • It should have been in operation for a minimum period of 3 years with part of its business being the provision of similar Goods.
  • The Bidder shall demonstrate that it has successfully completed at least 2 (two) contracts within the last 5 years [2019-2023] prior to bid submission deadline, each with a value of at least 75% of the submitted offer, that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement shall be met by each member.
    • Manufacturer’s authorization: A Bidder who does not manufacture an item/s where a manufacturer authorization is required in accordance with BDS for ITB 17.2 (a), shall provide evidence of being duly authorized by a manufacturer (Manufacturer’s Authorization Form, Section IV, Bidding Forms), meeting the criteria below, to supply the Goods.

(i)         In the case of proprietary commercial software/hardware (i.e., excluding open source or “freeware” software) that the Bidder does not manufacture itself and for which the Bidder has or will establish an Original Equipment Manufacturer (OEM) relationship with the manufacture, the Bidder must provide Manufacture’s Authorizations.

(ii)        In the case of proprietary commercial software/hardware (i.e., excluding open source or “freeware” software) that the Bidder does not manufacture itself and for which the Bidder does not or will not establish an OEM relationship with the manufacture, the Bidder must document to the Purchaser’s satisfaction that the Bidder is not excluded from sourcing these items from the manufacturer’s distribution channels and offering these items for supply in the Borrower’s Country.

  • In case of a Bidder not doing business within the Purchaser’s Country, the Bidder is or will be (if awarded the Contract) represented by an Agent in the country equipped and able to carry out the Supplier’s maintenance, repair and spare parts-stocking obligations prescribed in the Conditions of Contract and/or Technical Specifications. The Bidder shall furnish documentary evidence of the existence of such Agent/Authorized Service Center in the form of a contract / agreement.

5.      The bidding document, in English, may be obtained by interested eligible Bidders upon the submission of a written application to the e-mail below. The bidding document will be sent by e-mail.

6.      Bids must be delivered to the address below:

until December 20, 2024, 11:00 local time.

Electronic Bidding will not be permitted.

Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below MD-2004, Republic of Moldova, Chisinau, 180 Stefan cel Mare str., 13th floor, room 1305 on December 20, 2024, 11:00.

7.      All Bids must be accompanied by a Bid-Securing Declaration.

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
