Tender no. 83479997 for contracting of a short-term expert to provide legal and organisational advice for the re-evaluation and re-organization of the public authorities subordinated to the Government
The German Development Cooperation through GIZ is looking for an individual expert to provide legal and organisational advice for the re-evaluation and re-organization of the public authorities subordinated to the Government within the project “Attractive and efficient public administration in Moldova”. The support will be provided to the State Chancellery (Department for Central Public Administration). The services within the assignment will be provided in the period January 2025 – May 2025.
The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet following criteria and qualifications:
Qualification and skills
- University degree in law or related field;
- Excellent research, analytical and writing skills;
- Ability to reach out to key stakeholders;
- Excellent command of Romanian, Russian, good command of English;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
General professional experience
- At least 10 years of professional experience as a legal adviser or specialist in the fields related to public administration.
Specific professional experience
- Proven working experience in the provision of legal advice to state authorities in the field of policy development and amending regulatory frameworks, including drafting primary and secondary laws, as well as regulatory impact assessments;
- Proven professional experience in drafting laws, regulatory impact assessments as well as explanatory memorandums and/or in developing analytical works in public administration and/or other related fields;
- Strong understanding of the central public administration sector (public authorities/institutions): including its regulatory framework (primary and secondary), structure, organisation and functioning, fields of activities, current challenges and reform needs, preferably through previous work or projects in related fields;
- Familiarity with government procedures, policies, and decision-making processes, especially in the context of legislative drafting and implementation;
- A comprehensive knowledge of the EU legal framework and policies related to central public authorities administration;
- Experience in working with international organizations and/or within central public authorities would be an advantage.
The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- Detailed CV with all contact details, including references to similar assignments and professional experience,
- Letter of interest, including a brief statement of understanding the assignment’s expectations (up to 2 pages).
2. Financial Proposal, containing (in a separate document):
- The gross daily rate, as well as a total estimated budget for up to 81 expert-days of assignment, expressed in MDL.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Successful offerors will be asked for additional documentation such as a copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.
Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.
The bid’s evaluation will be performed based on the ratio of 70% for the technical proposal and 30% for the financial proposal. Shortlisted candidates might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
