Tender no. 83480346 For the provision of advisory services in communication and support for strategic public relations and crisis situations for the National Center for Sustainable Energy
The German Development Cooperation through GIZ is seeking a short-term expert to support the National Center for Sustainable Energy (CNED) in improving crisis communication and strategic public relations. The expert will work with the Head of the Consultancy, Communication and Information Section of CNED and advisors from various institutions to increase transparency and visibility of CNED actions, particularly in promoting the Residential Energy Efficiency Fund (REEF) and Eco vouchers. This need has arisen due to the fast development of the Energy sector in Moldova and development of new CNED financial products. The services within the assignment will be provided in the period between January 2025 – 30 October 2025.
The selected short-term expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert should meet the following criteria and qualifications:
Qualification and skills
- Education/training: University degree (Bachelor/Master) in Journalism, Social Science, International Relations, or related field;
- Language: B2-level language proficiency in English; B2-level language proficiency in Russian; C1-level language proficiency in Romanian;
- General professional experience: 5 years of professional experience in the public relations, journalism, or energy sector;
- Specific professional experience: 5 years in writing and content development for international organizations/Government authorities or media;
- Regional experience: 5 years of experience in media field or journalistic activities related to the energy sector in Moldova.
The successful application shall include:
1. Technical offer, containing (in a separate envelope):
- The CV shall not exceed 4 pages and it must clearly show the position and job the proposed person held in the reference project and for how long.
- The detailed structure of the concept (it should not exceed more than 7 pages excluding CV) that presents and justifies the explicit strategy with which it intends to provide the services for which it is responsible. The applicant is required to present the actors relevant for services and describe the cooperation with them and with the GIZ project, as well to describe the key processes for the services for which it is responsible and create an operational plan or schedule that describes how the services according to the ToR are to be provided. In particular, the tenderer is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors (partner contributions) and to describe its contribution to knowledge management for the partner and GIZ and to promote scaling-up effects under learning and innovation.
2. Financial offer, containing (in a separate envelope):
- Financial offer with the gross daily rate in MDL and the total amount per up to 120 workdays of assignment.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
